Job Description

Purpose of Position:

Under general supervision of the Director of Fiscal Affairs, plans, initiates, monitors, directs and coordinates programs relating to Fiscal Affairs in such areas as Affiliation, Budget and Grants. Coordinates the efforts of staff members in initiating and completing work assignments within the framework of departmental objectives and priorities to ensure the accurate, timely and systematic flow of documents and reports for the provision of necessary financial services.

Job Responsibilities:
- Perform analysis and work on all projects/issues as directed by the Budget Director as it relates to Finance and Affiliation-Budget-Grants needs.
- Preprare comparative charts of OTPS encumbrances, receipts and vouchers.
- Prepare analysis of cash disbursements.
- Prepare updates of Open Commitments.
- Work with Purchasing, Accounts Payable, Payroll or other departments as necessary to complete assignments.
- Prepare budget materials for meetings.
- Prepare promotion reports and analysis for Internal Review Committee (IRC)/ Human Resources/Vacancy Control Board.
- Develops and maintains a system of reports for the guidance of NYC Health + Hospitals financial management and hospital controllers in the operation of authorized financial and accounting systems, and supervises on a current basis all financial data books, ledger, records and reports needed to account for and record all the results of operations and assests of the System and its subsidiaries.
- PS Operations support, action request form processing (ARF): Database input of ARF/New Hire requests, Promotions/Increase Requests and Temporary Agency requests.
- Train, support and guide requesters and approvers on how to input requisitions and navigate through Peoplesoft procurement system.
- Performs all other duties as assigned by Supervisor and/or designee.

Minimum Qualifications
1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or
2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and three (3) years of experience, as described in "1" above, one (1) year of which must have been in a responsible administrative or managerial capacity.
