Job Description

PURPOSE OF POSITION - To oversee the Personal Services, OTPS, Affiliation Contract and Grants Budgets for Bellevue Hospital Center

AREAS OF RESPONSIBILITIES - Budget Development, Budget Monitoring, Supervision of Staff, Fiscal Reporting to internal and external entities

SUMMARY OF DUTIES AND RESPONSIBILITIES
• Oversees the Operating Budget, Personal Service (PS), Discretionary Other than Personal Services (OTPS), Grants for Bellevue Hospital Center
• Updates the Budget annually and assists in the development of and reporting on the Base Budget, Modifications, New Initiatives, Business Plans and Programs to Eliminate the Gap (PEG)
• Works with the CFO and Senior Leadership, to assess the need and adjudicate all new hires backfills, and temporary agency worker requests and H+H to assess the need and adjudicate all new hire, backfill and Locum requests
• Oversees the preparation of monthly and quarterly Grant ROE submissions for over 65 Grants and Intracity Programs
• Knowledgeable with relational databases, table design, and data governance. Highly desirable candidates would have strong SQL skills with ability to join multiple tables, and query/filter million record datasets to produce answers to high level budget and staffing questions.
• Develops specific financial reports from accumulated actual data, provides cost analysis and reports for special variable situations using operating statistics.

Minimum Qualifications

EDUCATIONAL LEVEL:
Master's degree in Accounting, Finance, Business Administration, Public Administration or a related discipline with an emphasis on accounting and financial systems
YEARS OF EXPERIENCE: Four (4) years Four (4) Years of responsible-level experience in fiscal management or administration with an emphasis on financial systems and reporting preferably in a Healthcare setting

COMPUTER PROGRAMS/SOFTWARE OPERATED: Microsoft Office Suite; PeopleSoft; SQL and/or Python proficiency
KNOWLEDGE & SKILLS:
Strong interpersonal skills, strong written and verbal communication skills, excellent analytical skills and experience supervising staff and working with large data sets
