The New Mexico Department of Health's (NMHealth) mission is "To ensure health equity, we work with our partners to promote health and well-being and improve health outcomes for all people in New Mexico." The Environmental Health Epidemiology Bureau is in the Center for Health Protection under the Public Health Division in NMHealth.

Why does the job exist?

This position provides administrative and fiscal support to the Environmental Health Epidemiology Bureau (EHEB) and the Community and Health Systems Epidemiology Bureau (CHSEB). Funding management of these bureaus includes approximately $3 million of federal grant funds and $5 million of State General funds. The position works with Center for Public Health Operations staff to ensure all the fiscal items are in line with the Divisions goals. Responsibilities for the position include but are not limited to: 1) Support and manage federal grant applications, financial reporting, state financial management, maintenance of documentation and contract management. 2) Complete annual appropriation requests and operating budgets, budget projections, corrective actions, budget adjustments and journal entries. 3) Maintain federal time and effort records. 4) Oversee the processes for in-state and out-of-state travel for EHEB and CHSEB.

The position works with the Center for Public Health Operations staff to ensure all the fiscal items are in line with the Divisions goals. Responsibilities for the position include but are not limited to: 1) Support and manage federal grant applications, financial reporting, state financial management, maintenance of documentation and contract management. 2) Complete annual appropriation requests and operating budgets, budget projections, corrective actions, budget adjustments and journal entries. 3) Maintain federal time and effort records. 4) Oversee the processes for in-state and out-of-state travel for EHEB and CHSEB. 5) Work with contracts manager to ensure contracts are created on time and Purchase Orders are encumbered and unencumbered in a timely manner. 6) Generate reports and complete information as needed for the Center for Public Health Operations.

Minimum Qualification

Bachelor's degree in Accounting, Finance or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting and/or federal grant reporting. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, stooping, bending, reaching and lifting up to twenty-five (25) pounds may be required. Some travel with the occasional overnight stay may be required.
