Why does the job exist?

This position is assigned to the Administrative Services Division and works closely with the CFO and financial staff to submit and maintain operating budgets for the agency, while providing oversight of individual division budgets. They will assist to ensure that the annual operating budget and appropriation request for the agency is submitted accurately and in a timely manner. They will provide budget analyses reports throughout the year to remain compliant to the state and federal grant regulations. This position is responsible for weekly budget projections, fund reconciliations, and trial balance financial reports.

The position will prepare BARS, budget journals and journal entries. They will, at times, train other financial staff on budget management and oversight of program funds. This position will assist division staff with forecasting future budgetary needs. They will monitor revenues and expenditure to include multiple types of funding sources. The position will track all fiscal assets, including but not limited to, computer and IT inventory, furniture, equipment and proper purchasing and disposal processes of all items. This position will assist with the agency's annual external audit and assist with building leases.

How does it get done?

Budget Preparation and Budget Execution and Analysis- prepare complex spreadsheets to include all of the funding sources allowable and available to assist in managing the agency budget throughout the fiscal year, Prepare Budget Adjustment Requests (BAR) and Budget Reallocation Forms (BRFs) and CAPBUDS. This position will prepare the initial draft of the DFA required BAR to move budget between categories with the appropriation end dates by category for each project to determine what budget is needed and available for projects.

Grant Administration: responsible for the fiscal/budget portion of all agencies grant activities to include assistance with the initial application, budget set-up request and requesting changes as needed.

Ideal Candidate

Knowledge and understanding of NM Budget process and procedures
Knowledge and understanding of Department of Finance And Administration Model of Accounting Practices (MAPS)
Knowledge and understanding of SHARE financial and financial reporting
Journal Entry accounting knowledge, ability to create, review and audit journals
Microsoft Office, Work, Excel (pivot table abilities) and PowerPoint
Multitasking abilities, excellent organizational skills and the ability to function in a fast-paced work environment

Minimum Qualification

Bachelor's degree in Accounting, Finance or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting and/or federal grant reporting. Substitutions Apply. See Substitution Table below.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Position may be required to travel for meetings in Albuquerque or for training.
