About the Agency:

The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.

Purpose of Position:

Serves as the Directorate of Plans, Training and Security (DPTS) subject matter expert and primary point of contact for the Cooperative Funding Agreement. Serves as State Procurement Officer for the DPTS. Serves as the Budget Analyst/Manager for SRP Cooperative Agreement Funds and Budgets. Ensures effective and authorized execution of annual Sustainable Range Program (RTLP and ITAM) budgets IAW state and federal regulations and guidelines. Provides additional administrative support as needed to ensure Directorate objectives/requirements are met.

Minimum Qualifications

Detailed knowledge of the Commonwealth of Virginia Agency Procurement and Surplus Property Manual (APSPM);

Detailed knowledge of General Terms and Conditions (Grants and Cooperative Agreements) and Appendix 7 - ARNG Training Support Systems (TSS) Programs;

Strong knowledge of and ability to successfully use the Commonwealth of Virginia's eVA system;

Ability to research, interpret and implement State, Federal, and Army regulations and policies;

Ability to provide detailed procurement services, prepare budgets, and manage funds;

Ability to effectively interface with Federal Resource Management counterparts for analysis and management of budgets;

Possess excellent interpersonal and communication skills;

Possess excellent record keeping abilities;

Working knowledge of computers and Windows based software programs;

Must have a valid Driver's License with an acceptable driving record.

Additional Considerations

Working knowledge of the Army Sustainable Range Program Components (RTLP and ITAM);

Experience with planning, execution, and management of budgets and government funds is desirable;

Virginia Contracting Associate (VCA) Certification preferred.

Must obtain Virginia Contracting Associate (VCA) Certification within one (1) year of hire. Must complete National Guard Bureau Cooperative Agreement Course within one (1) year of hire. Must complete National Guard Bureau Fiscal Law Course within two (2) years of hire.

Must have, and maintain, a valid Virginia Driver's License for the duration of employment;

Must obtain and maintain a Common Access Card (CAC);
