Summary

The selectee of this position serves as a Supervisory Budget Analyst responsible for managing one of the three branches in the Office of Financial Management. The selectee develops overall plans and objectives for the assigned program and directs the formulation of highly effective management strategies.

This position is located in the Judicial Security Division (JSD) / Arlington, VA.

Duties

As a Supervisory Budget Analyst at the GS-0560-14 grade level, some of your typical work assignments may include, but are not limited to, the following:
  • Provide oversight of the following functions within the JSD: budget formulation, budget invoicing and closeout, and budget

    execution and reporting.
  • Utilize a comprehensive knowledge of operating programs and their interrelationships and evaluates and analyzes current and projected programs for actual or potential problem areas, trends, resource shortfalls, program imbalances, and areas of significant program accomplishment and deficiencies.
  • Administer the execution of approved budgets and programs; monitors funding documents through an automated system; tracks obligations and expenditures via monthly reports from JSD staff offices and elements to ensure timely expenditures of funds; identifies actual and potential funding problems.
  • Oversee the analyzing, planning, scheduling, and coordinating of all phases of the budget formulation process including budgets for annual, multi-year, and no-year programs and supplemental funding.
  • Supervise and lead the staff of one of the branches in the Office of Financial Management.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • This is a Testing Designated Positions (TDP) and is subject to random drug testing.

  • Must be a Current DOJ employee and meet time-in-grade requirements for consideration. (52 weeks at the next lower grade level)

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
  • One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.

To qualify at the GS-14 grade level, you must meet the following:

Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:

  1. Using an automated financial system to monitor an organization or program's execution of funds in accordance with anticipated revenues and costs;
  2. Justifying budget proposals orally and/or in writing to gain acceptance from senior management officials;
  3. Consulting with budget liaisons, program analysts, or management officials to prepare, justify, and execute program budgets;
  4. Providing technical advice or guidance to a variety of audiences at varying organizational levels on budgetary matters (e.g., management, peers, support staff); and
  5. Managing competing workload priorities for a team of budget analysts, support staff, and/or contractors.
