Job Summary Department Description

Finance is the primary functional owner of the processes associated with the PeopleSoft module for Commitment Accounting (CA) and the General Ledger (GL) for the UCPath Chart of Accounts, payroll labor expenses and encumbrances, as well as Composite Benefit Rate assessment, in partnership with Finance's Central Payroll Services and General Accounting Divisions. The GL Lead Business Analyst independently uses and applies in-depth knowledge and expertise while working closely with the UCPath PMO, functional owners, stakeholders, technical and training divisions to gather and analyze complex data, formulate and integrate plans supporting multiple work streams in achievement of GL project objectives/deliverables.

Job Summary

The General Ledger (GL) Business Systems Analyst is a recognized organization-wide expert and has significant impact and influence on general ledger and labor ledger policy and program development. Reporting to the Central Payroll Director, and as the GL Team's Lead, this position regularly leads projects of critical importance to the organization; these projects carry substantial consequences of success or failure. This position directs programs with organization-wide impact (or impact beyond the University) that include formulating strategies and administering policies, processes and resources as they pertain to the general ledger

Having wide-ranging experience, the GL Business Systems Analyst applies business process and analysis concepts and organizational objectives to resolve issues, up to and including the most complex, with the campus, medical center, schools of health, UCOP and across the UC and other systems. Works on highly complex issues, with little or no organizational precedent, where analysis of situations or data requires an in-depth evaluation of variable factors. Recognized as a subject matter expert, this position serves as a key liaison with campus stakeholders and UCPath Center; integration of general ledger and labor expense related business processes from a project-wide perspective. Independently performs analysis up to and including the most complex of system integration issues and creates interface specifications/requirements. The incumbent will be an experienced professional with a high degree of knowledge in the overall field including business process improvement and have the technical skills to direct and perform complex analysis in the context of all GL and labor expense elements; including but not limited to business process integration, testing, data conversion, and local reporting needs.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:
  • A Bachelor's degree in Business/Project Management, Accounting, Finance or other related field (or equivalent combination of education and experience).
  • Demonstrated experience in development of resources, test, implementation, quality assurance, contingency, change and risk management plans.
  • Advanced experience working with software applications including Excel, Visio, SQL, and Adobe Acrobat Pro.
  • Expert knowledge of large scale, complex business and process analysis functions. Advanced experience with continuous improvement methodologies and process improvements that maintain and enhance customer satisfaction.


Minimum Knowledge, Skills, and Abilities (KSA):
  • Advanced knowledge of Accounting/Payroll functions, audit/compliance functions and practices; to include complex labor expense funding issues and General Ledger reconciliation techniques.
  • Expert skills in decision making, problem solving, critical thinking, project and initiative management skills to plan/implement agreed upon objectives.
  • Advanced communication and interpersonal skills to effectively communicate with and influence all levels of a diverse constituency including but not limited to executive-level management on a regular basis; both verbally and in writing.
PREFERRED QUALIFICATIONS

Preferred Education/Experience:
  • Advanced experience working with computerized financial systems and possession of a well-developed understanding of fund accounting.
  • Experience using data analytics in a financial management field and experience in PeopleSoft HCM Modules and/or other ERP software in a large organization.
  • Experience working in a large research institution of Higher Education of significant complexity and breadth.


Preferred Knowledge, Skills, and Abilities (KSA):
  • Significant knowledge of the organization development and effectiveness field as well as the business analysis field.
