Job Summary Under general direction of the CAO for the Department of Molecular Biosciences (VMB) and the Department of Anatomy, Physiology, and Cell Biology, provides high- level fiscal, analytical, administrative and policy/procedure support to the CAO and Department Chair. Provide financial analyses and effort reporting, and participate in financial planning and reporting for a complex academic teaching and research departments, with a variety of state, private and federal projects. Independently gather, manage, and analyze financial data from a variety of revenue streams, including state general funds, state and federal grants, private grants, gifts, and other funding sources. Monitor and maintain departmental, teaching and research accounts. Independently manage short and long-term budget planning, rate generation, and financial oversight. Serve as departmental compliance expert in University Policy & Procedure for all departmental business processes including financial and personnel procedures as they relate to intramural and extramural funding. Independently prepare meaningful financial summaries and ad hoc reports. Supervise career staff who perform purchasing, accounts payable, accounts receivable, travel, and entertainment. Manage pre- and post-award processes, budget preparation, analysis and forecasting, and control of complex budgets. Manage other projects as assigned. Independently manages federal, state, private contract and grant, and gift funds totaling approximately $5M annually.

PHYSICAL DEMANDS
  • Sit at a desk using a computer the majority of the day.
  • Read small printed material, and interpret and understand printed material.
WORK ENVIRONMENT
  • Work in a busy office with constant interruptions, conversations and ringing phone lines. Work with frequent interruptions. Work occasional overtime to meet project deadlines or operation needs, usually on short notice. Limited vacation during busy periods, such as fiscal closing, and during grant/project deadlines; as well as during the first two weeks and last two weeks of the quarters/semesters.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:
  • Experience in financial analysis, forecasting, budget preparation, forecasting and strategic planning to analyze and compile financial data and reports.
Minimum Knowledge, Skills, and Abilities (KSA):
  • Knowledge of federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.
  • Critical thinking and problem-solving skills to analyze complex data and develop meaningful solutions to specific problems.
  • Skill and knowledge to analyze the quantitative aspects of fiscal and budgetary issues including Skill to interpret and apply OMB Circulars
  • Knowledge of Generally Accepted Accounting Principles and University accounting policies and procedures.
  • Analytical skills to independently and proficiently assume responsibility for coordination and completion of complex projects requiring interactions with many internal parties in a large organizational structure.
  • Knowledge of federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.
PREFERRED QUALIFICATIONS

Preferred Education/Experience:
  • Experience with Aggie Enterprise (Account Management, A/P and Purchasing), ERS, DS, UC Path, TRS, academic and staff title codes and working with Graduate Studies.
  • Experience with Cayse SP proposal submission.
  • Experience coordinating documents and projects with Business Contracts and Legal Affairs and to interpret regulations or guidelines and to recommend fiscally responsible and sound management practices.
Preferred Knowledge, Skills, and Abilities (KSA):
  • Knowledge of UCD academic/staff payroll/personnel policies and guidelines and UCD Payroll/Personnel System.
  • Advanced intermediate- to advanced-level proficiency in Microsoft Word, Microsoft Excel and other spreadsheet and database management programs.
  • Excellent communication skills to convey recommendations to Principal Investigators, CAO and staff to ensure compliance with policy; clarify situations; resolve problems, and negotiate services and/or agreements and MOUs with other departments or external agencies.
  • Skills to recognize problems with cost recovery, invoices, accounts and payroll and initiate timely and appropriate action to resolve them.
  • Organizational skills to work with changing priorities and demanding workload and to use judgment to make logical decisions.
  • Skills to design and implement effective accounting systems and related procedures needed to maintain such systems.
