OverviewWe are seeking an experienced Business Analyst to join our team supporting the HHS client.Responsibilities
  • Gathers business requirements, conducts need assessments and develops functional specifications to ensure that developed information technology solutions support business objectives.
  • Serves as a liaison between development teams and the internal/external customer or end user.
  • Communicates requirements to the development teams through the use of specifications, statements of work, project plans, or other forms of documentation. Coordinate with developers, quality assurance teams, and users to test processes and ensure functionality and user acceptance.
  • Analyzes and documents system artifacts, user requirements, procedures, and technical challenges to help maintain the existing data platform.
  • Independently leads meetings, facilitate discussions, conduct interviews with business clients and other stakeholders to perform integration business requirements elicitation and create business requirements documentation, and meeting minutes.
  • Develops business requirements in the form of use cases, user stories, acceptance criteria, and system requirements, following an Agile software development life cycle methodology.
  • Develops business process models, workflow diagrams and other artifacts.
  • Analyzes datasets and integrate business data into BRDs.
  • Analyzes and document "current" state of a business operation on-premises to understand its component parts and their relationship to each other in a system, to be able to successfully migrate to the cloud.
  • Develops and help implement a future "target" business process solution.
  • Develops training materials.
  • Assists Sr. Program Manager in deliverable submission and project execution.
  • Performs Scrum Master duties.
Qualifications
  • Bachelor's degree in technical field.
  • Excellent communication skills (both written and verbal).
  • Considered a high-level specialist who regularly interacts and works with senior management. Uses advanced techniques, theories, and processes to complete work.
  • Requires 5+ years of experience with administration of technical projects.
  • Excellent planning, organizational, and time management skills.
  • Solid knowledge of Agile software development experience.
  • Ability to work independently and within a team setting.
  • Experience working with government clients is a big plus.
  • Prior experience with HHS EPLC framework is a plus.
  • Certified Business Analyst Professional (CBAP) or Professional Business Analyst (PBA) certification is preferred but not required.
  • Certified Scrum Master (CSM) is a must.
  • Must be a US citizen or a Green Card holder.
