NMRHCA was established in 1990 to provide health care coverage to retirees of state agencies and eligible participating public entities. Approximately 305 public entities including cities, counties, universities and charter schools participate in NMRHCA. The agency provides medical plans for both non-Medicare and Medicare-eligible retirees and their dependents as well as dental, vision and life insurance. The Authority currently provides coverage to approximately 66,000 retirees and their dependents. The Authority is governed by an 11-member Board of Directors.

Why does the job exist?

This position performs and is responsible for the full range of duties involved in the procurement, contract, purchasing, direct billing, invoicing, audit, and inventory operations within NMRHCA. This position will create, audit and process purchase orders, requisitions, journal entries, vendor forms and contracts relating to RHCA¿s administrative and fiscal operations. This includes being responsible for risk management functions and special projects as assigned by the agency. This position will also assist with Annual Audit and GASB reporting.

How does it get done?

The job is done by working on a computer to compare reports produced from agency systems and reports provided by pension systems on a monthly basis for reconciliation. When retiree discrepancies are identified, out bound communication via phone call, email, or letter is required to collect premium payments. For refunds, account information must be reviewed, processed, approved, and requested by working with customer service and finance areas of operations. Back up support and assistance will be needed with other finance operations such as accounts payable, operating transfers, and deposits by using SHARE financial system and internal agency systems.

Who are the customers?

Health insurance providers, Department of Finance, General Services Department, other state and governmental entities, agency vendors, participating retirees from state, municipals, counties, public schools, higher education, and other public organizations and their participating dependents.

Ideal Candidate

Knowledge in the State SHARE Financial system and government accounting principles.
Experience with the Model of Accounting Practice Standards (MAPS).
A general understanding and skillset to perform a full range of duties involved in the procurement or contract process and direct procurement/contracting operations within an agency.
Proficient in Microsoft Office ¿ Excel, Word, and Outlook.
Experience in providing high-quality customer service and support and scheduling meetings.
Good communication skills.
Ability to obtain Chief Procurement Officer certification after hire.

Minimum Qualification

Associates Degree in Business Administration, Public Administration or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management and/or contract management. Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Direct client interaction and some travel may be required.
