Position Description

Oversees, plans and coordinates administrative and management services work to include various operational areas related to budget, accounting, legislative analysis, office support services to include equipment, facilities, purchasing and contract administration. Work requires contact with governmental agencies and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential duties:

• Analyzes incoming correspondence, reports and other materials related to administrative areas; coordinates with appropriate personnel to initiate proper action.

• Assists in planning district budget needs utilizing program analysis.

• Coordinates administrative services for asset management, central files, facilities, grounds and open records request program.

• Implements and interprets administrative policies and procedures.

• May drive to meet with district or division leaders and staff on major/special projects.

• May lead the work of professional and clerical employees in overseeing daily administrative operations for a district/division including facility management, district/division inventory, expediting materials and purchases, mail, switchboard and budget monitoring.

• Plans, coordinates, develops and implements the organization budget and provides financial advice to the staff.

• Trains other employees.

• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in Accounting or Business Administration related field. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications

Experience: 4 years management, business operations and administration and/or staff support functions. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

• Office management practices and procedures

• Developing, implementing, monitoring budgets and financial reporting

• Inventory management systems

• Purchasing methods and procedures

• Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks

• Public relations for maintaining effective working relationships with functional work groups, department personnel and the public

• Leading, assigning, reviewing, and monitoring the work of others

• The use of computers, applicable programs, applications, and systems

• Training professional and technical staff

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools

• Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.

• Standing-prolonged periods of time

• Repetitive Motion-substantial movements of the wrists, hands, and/or fingers

• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
