General description

The Internal Audit Division, within the Texas Comptroller of Public Accounts, independently and objectively evaluates the operations and internal controls within the agency. They provide management with timely analyses, audit conclusions and recommendations to add value, and help ensure the agency's success. In addition, the division provides advisory services to agency committees and coordinates with external auditors. This division is currently recruiting an Information Technology Auditor who will be responsible for achieving this mission.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Salary:

Information Technology Auditor I: $5,301.25 - $5,800.00

Information Technology Auditor II: $5,801.00 - $6,600.00

Information Technology Auditor III: $6,601.00 - $7,200.00

Salary and the level of the position offered (i.e., Information Technology Auditor I, II or III) will be based on the quality of the candidate's experience and education.



Qualifications:

Minimum Qualifications

• Graduation from an accredited four-year college or university

• Two (2) or more years of full-time experience in information systems, auditing, control and/or security work

.

Preferred Qualifications

• Bachelor's degree in computer science, information technology, information systems, accounting, business administration, finance, economics, public affairs/administration or a related field.

• Specialized experience with computers, information security, network, websites, and/or other related technical audits.

• Experience auditing systems including accounting systems, administrative systems, property accounting, or payroll/personnel reporting systems.

• Experience in government auditing

• Experience in analyzing internal controls

• Experience using TeamMate

• Experience in performing risk assessments

• Experience in writing and finalizing audit reports

LICENSES/CERTIFICATIONS:

Information Technology Auditor I:

Certification as a Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified in Risk and Information Systems Controls, (CRISC), Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) is preferred.

Information Technology Auditor II/III:

Certification as a Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified in Risk and Information Systems Controls, (CRISC), Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) is required.

In this role you will:

• Participate in audits of technology platforms, information systems, and information technology operating procedures and examines information technology internal controls and security. Performs simple to routine audit procedures, including identifying and defining issues, developing criteria, reviewing and analyzing evidence, and documenting client processes and procedures.

• Perform information technology security reviews and general information technology or application control reviews, as needed, to address audit objectives. Examines information technology control elements to mitigate information technology risks regarding the confidentiality, integrity, and availability of business information.

• Assist in testing e-government transactions; ensures compliance with laws, regulations, and policies on privacy and public access to data; and tests controls over online services. Assists in reviewing and analyzing system and data diagrams to identify manual and systems process interactions and critical controls. May assist in preparing and reviewing audit reports dealing with complex and sensitive issues for internal and external audiences. Attend professional organization luncheons and required training for certifications and to comply with auditing standards.

• May provide technical support for financial and performance audits and perform information technology audits and computer assisted audits. Assists in conducting data extraction, analysis, and security reviews. Provide the appropriate levels of consulting, testing, assistance, and recommendations for the utilization, integration, maintenance, and enhancement of an entity's information technology systems.
