The Cybersecurity Office (CSO) has the essential role and responsibility for the State of New Mexico (SoNM) Information Technology (IT) security program in coordination with state agencies. The administrative code (1.12.20 NMAC) and federal oversight requires state agencies to perform procedures necessary to ensure the security of information systems and federal data sets are protected from cyberattacks.
To maintain an adequate security posture by developing appropriate IT security policies, standards, and procedures with periodic updates to accurately reflect ever changing technology, legislative and user needs.
The CSO has the responsibility in protecting and monitoring the State of New Mexico¿s technology infrastructure and digital assets, including state agencies, mission critical systems and data.
Cyberattacks are dramatically increasing, and cybersecurity operations are facing new challenges. Cybersecurity is not just an IT problem anymore, it is a critical business risk, homeland security and public safety threat, voter confidence issue, and an economic development opportunity.
Technology continues to evolve, the cybersecurity landscape is constantly changing, increasing potential vulnerabilities and risk. Therefore, it is critical for the states Chief Information Security Officer (CISO) to acquire additional security and compliance admins that are supporting the Office of Cybersecurity.
This posting will be used to conduct ongoing recruitment and will remain open until filled.
Why does the job exist?
A Network Security Administrator, plays a pivotal role in securing computer systems and network infrastructure. The primary responsibility is to protect the network infrastructure from potential threats and unauthorized access, ensuring the confidentiality, integrity, and availability of information. This role requires a strong understanding of network protocols, security technologies, a proactive approach to managing and mitigating risks, and effective communication to ensure a secure and resilient network environment.
How does it get done?
This position will do the following:
-Network Monitoring: Continuously monitor network traffic for unusual or suspicious activities using tools like intrusion detection systems (IDS) and intrusion prevention systems (IPS). Utilize advanced tools and technologies to identify potential security breaches and take appropriate action to mitigate risks.
-Work closely with staff members to ensure they stay connected while maintaining secure practices. Provide guidance and support for securing work devices and managing access to sensitive information.
-Manage a comprehensive training program to educate employees about cybersecurity measures and best practices. Ensure that staff members understand their roles in maintaining network security and following established protocols.
-Review and ensure that firewall rules are up-to-date and effective.
-Respond to and managing security incidents, including analyzing breaches or attacks, containing threats, and coordinating with relevant teams to minimize impact and mitigate damage.
-Document and report incidents to facilitate ongoing improvement of security measures.
-Regularly assess network vulnerabilities and conduct vulnerability scanning to identify weaknesses. Implement patch management practices to ensure that all systems and devices are updated with the latest security patches and updates.
-Manage user access permissions to protect sensitive resources and implement network segmentation to limit the spread of potential threats and improve overall network security. Ensure that access controls are enforced and regularly reviewed.
-Conduct regular security audits and assessments to evaluate the effectiveness of security measures and identify areas for improvement. Generate reports for management and regulatory bodies as needed.
-Maintain detailed and accurate documentation of network security configurations, incidents, and changes, and generating reports for management and compliance purposes.
-Work closely with other IT teams, such as system administrators, network engineers, and cybersecurity experts, to ensure a cohesive approach to network security.
-Ensure that all activities and operations are performed in a manner that protects the confidentiality and integrity of information. Adhere to best practices and established protocols to maintain a secure network environment.
-Stay updated on the latest threats, vulnerabilities, and cybersecurity trends by engaging in training, attending security forums and conferences, and reading industry publications. Continuously enhance your skills to effectively tackle evolving security challenges.

The State Chief Information Security Officer, state agencies, K-12 public schools, higher educational institutions, local governments, and tribal entities.
Ideal Candidate
Experience with Windows desktop and server operating systems. Experience with vulnerability remediation and threat hunting. Familiarity with Ivanti Risk Basked Vulnerability Management (RBVM) and Attack Surface Management (ASM) platforms, KnowBe4, Microsoft Office 365, Microsoft Defender, Azure Active Directory, Nessus Tenable, Solarwinds Network Solutions, and Cisco Security Solutions, including support and implementation.
Minimum Qualification
Associate's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and two (2) years of experience in end user support, systems administration or network administration. Substitutions Apply. See Substitution Table below.

Working Conditions
Incumbent responds, on a rotating schedule, to callback at any hour of the day on weekends and holidays for communications system diagnostic and restoration. Very long hours (10-12 hour days) are sometimes necessary to cope with system problems. Driving long distance (500 mile round trips) is sometimes necessary. Lifting in excess of 50 - 70 pounds is not uncommon. Climbing steel communication towers to 300 feet is not uncommon in all types of weather conditions. Light truck operation on and off road is necessary, sometimes in very adverse weather conditions. Transportation and operation of snow machines (Sno-Cat) in mountainous terrain is required. Working in odd physical postures is necessary when installing or repairing radio equipment in vehicles and on remote site installations.
