Job Description

PURPOSE OF POSITION:

Under direction of an operational director, assists in the direction, coordination and control of operational activities of health care setting programs across the System to ensure optimal utilization of human and material resources. Serves as a principal assistant to leadership on operational matters and may be directly responsible for operational activities for specific projects and/or programs. Acts in compliance with all applicable governmental laws, rules and regulations and other applicable external regulatory requirements and/or guidelines.

SUMMARY OF DUTIES AND RESPONSIBILITIES:
1. Manage affiliation roster, budget, spending controls, contract monitoring
2. Primary report to the CEO on affiliation matters, with reporting to CFO and CMO as well as needed
3. Develop and implement changes and improvements to affiliation workforce plan
4. Develop and implement faculty practice at Woodhull Hospital
5. Assists with directing, supervising, and coordinating all administrative and operational functions and activities of the health care setting.
6. Participates in the development, review and implementation of programs, policies, procedural guidelines, evaluations and monitoring techniques to ensure the attainment of the System's strategic goals and objectives and compliance with regulatory standards and industry standards.
7. Directs the planning, development and design of the appropriate control mechanisms for organizational program review and evaluation of operational activities.
8. Recommends, initiates and controls investigations of operational activities, monitors and audits related activities and makes recommendations for appropriate corrective actions and/or improvements.
9. Monitors progress pertaining to the resolution of operational problems and implementation activities to expedite operational improvements for health care settings and Central Office programs and projects.
10. Works collaboratively with primary stake holders to develop and implement best practice guidelines and protocols, address operational challenges, and achieve productivity and quality benchmarks.
11. Maintains liaison between operational units, health care settings and Central Office support services to ensure effective control of operational activities and expedite implementation of operational improvements.
12. Directs the administration and coordination of special programs, as assigned by leadership. Represents the System at meetings with other agencies of the City, State and Federal government and external organizations.
13. Assists in the development of operating budget and ensures operations run within budgetary guidelines. Consistently reviews department budget and implements cost containment strategies, as needed.
14. Conducts and/or participates in meetings, conferences and seminars affecting operational activities, as required.
15. Provides general supervision including direction, assignment and evaluation of operating and support staff and resolution of staff problems.
16. Evaluates staff performance and work programs and provides leadership to obtain productivity and efficiency in expediting assigned projects and initiates actions to accomplish objectives.
17. Directs the preparation of comprehensive reports relating to operational activities of assigned projects, programs and initiatives.
18. Serves as on-call duty officer for operational issues on nights, weekends and holidays and conducts day tours.
19. Performs other related duties, as directed.

Minimum Qualifications
1. Master's degree from an accredited college or university in Business Administration, Engineering, Health Care Specialization, Physical or Social Sciences or a related discipline; and five (5) years of progressively responsible administrative, managerial and/or consultative experience; or
2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and six (6) years of progressively responsible administrative, managerial and/or consultative experience; or
3. Satisfactory equivalent combination of training, education and/or experience. However, all candidates must have a minimum of a Bachelor's degree in disciplines, as listed in "1" above.
