Job Description

Under direction, with broad latitude for exercise of independent initiative and unreviewed action, the Director of Community Based Services, oversees and implements system-wide, community-based Behavioral Health Programming. The Director of Community Based Services oversees a portfolio of programs including B-HEARD, Domestic Violence Shelter Expansion, Family Justice Center, and Crisis Services, Critical Time Intervention, and other high touch programs designed to fill Behavioral Health Gaps. This position involves a combination of administrative, clinical, and leadership responsibilities to ensure that the services provided meet the needs of the community and are delivered in an effective, efficient, and compassionate manner.

General tasks and responsibilities will include:
1. Leadership and Management:
  • Directly supervise program directors, managers and coordinators, working closely with senior program staff.
  • Provide assistance and guidance on how to troubleshoot program and staff performance challenges.
  • Mentor directors, managers and coordinators on how to proactively engage in planning to improve program management.
  • Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal, by clearly communicating agency and office vision, implementing yearly staff development plans and mentoring.

2. Program Development and Evaluation:
  • In collaboration with medical directors, design, implement, and evaluate programs that address the behavioral health needs of the community and in accordance with OBH's strategic priorities
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.
  • Ensure programs are evidence-based and culturally sensitive.
  • Monitor and assess program outcomes to identify areas for improvement and ensure effectiveness.

3. Supervision:
  • Deploy resources efficiently and effectively toward organizational goals, working with staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
  • Provide clinical supervision and professional development opportunities for staff.
  • Ensure that clinical practices comply with city, state and federal regulations and ethical standards.
  • Oversee the maintenance of patient records and documentation in accordance with legal requirements and best practices.

4. Financial Management:
  • Collaborate with Office of Behavioral health finance and grants leads to develop and manage the budget for the programs
  • Seek and manage funding sources, including grants and contracts.
  • Ensure that resources are allocated effectively to meet program goals.
  • Work closely with the finance department to budget and monitor programmatic operations to ensure sound fiscal and system management and maximize ability to generate revenue

5. Community Collaboration and Advocacy:
  • Collaborate with other organizations, agencies, and stakeholders to coordinate services and advocate for the mental health needs of the community.
  • Participate in community outreach and education initiatives to raise awareness of mental health issues and services.
  • Serve as a liaison between the program, the community, and other healthcare providers.

6. Quality Assurance:
  • Create and support a high performing culture in the program
  • In collaboration with the Director of BH Quality Management, implement quality assurance measures to monitor and improve the quality of care and services provided.
  • Ensure compliance with accreditation standards and continuous improvement of clinical and operational processes.
  • Ensure the delivery of qualitative and quantitative goals and outcomes of programs and services to meet Key Performance Indicators (KPIs).
  • Coordinate and analyze the appropriate data to inform the programmatic and operational decision-making process.

7. Other Duties as assigned

Minimum Qualifications
• A Master's or Doctoral degree in psychology, social work, counseling, or a related field.
• At least 5 years of experience in behavioral health services, with a significant portion in a leadership or supervisory role.

  • Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations
