The Harris Center for Mental Health and IDD is hiring a Divisional and Grants Operations Analyst. The Divisional and Grants Operations Analyst is integral in providing recommendations on improvements to efficiency and effectiveness within the IDD Services Division and agency Grants Management system. This role focuses on analyzing data to support strategic decision-making and supporting leaders to ensure performance contract compliance. Responsibilities include managing and interpreting data related to program departments, supporting the agency's electronic health systems, ensuring compliance with data security standards, and contributing to projects aimed at streamlining operations. Evening and weekend availability may be required.

Your role in Action:

Data Analysis and Reporting:
  • Collect, analyze, and interpret comprehensive divisional and agency wide grant data.
  • Generate reports on key divisional/grant metrics, including state required performance measures, encounter data, and grant KPIs. Provide actionable insights to support strategies and decision-making based on identified trends and/or legal requirements.

Process Improvement:
  • Review federal, state, agency, divisional, and local contracts, policies, procedures, and functions to identify, recommend, and implement areas of improvement.
  • Use data to identify and solve problems, improve processes, and inform decision-making.
  • Analyzes trends and patterns, develops and executes strategy, and collaborates with teams to implement solutions.
  • Streamline workflows and automate tasks where possible to enhance operational efficiency.

Divisional Systems Support:
  • Support data systems, including electronic health records, to ensure data accuracy and integrity.
  • Troubleshoot system issues and assist in system upgrades and implementations.
  • Serves as the liaison to the Information Technology Department.
  • Leads a cross-functional team of divisional leaders and ancillary support systems to understand contractual data requirements by program and funder type, develop timely reporting, and provide continuous end- user training and support.

Compliance and Data Security:
  • Ensure all data practices comply with legal and regulatory requirements.
  • Maintain data security and integrity as the gatekeeper of departmental/grant data, ensuring it adheres to industry standards.
  • Collectively analyzes and reports both programmatic and fiscal data (by department and funding type) to ensure overall compliance.

Project Management:
  • Lead or participate in divisional and/or grant projects aimed at improving operational efficiency

What qualifications you will need:

Education:
  • Bachelor's degree or equivalent.
  • Master's degree or license/certification in information technology or data systems preferred

Experience :
  • Minimum of 5 years of experience in data analysis or related role and in intellectual developmental disability long-term supports and service required.
  • Experience with EPIC (electronic health record) preferred.

Knowledge, Skills & Abilities:
  • Proficiency in data analysis tools
  • Strong analytical and problem-solving skills. Excellent communication and interpersonal skills.
  • Preferred experience with EPIC, HHSC (state), SAMHSA (federal), and other applicable data systems. Familiarity federal and state long-term support services regulatory requirements.
  • Strong understanding of Medicaid targeted case management requirements.
  • Ability to manage multiple projects and priorities simultaneously. Attention to detail and a high degree of accuracy.
  • Excellent leadership skills.
  • Ability to understand fiscal data and general ledgers.
