General Statement of Duties:

The Employment Services Coordinator connects customers with employment and training and other economic safety net services at the Workforce Development Center (WDC) and through co-located and other community partners. The navigator will provide welcoming, integrated, culturally and linguistically competent and responsive services focused on customers' strengths. The incumbent works across programs and partners services to support the long term economic self-sufficiency of individuals and families.The navigator will ensure that customers are directed to workforce programs aligned with their specific needs. The incumbent will coordinate service navigation at entry points including the customer service desk and resource center at WDC. This position is the primary contact point for referrals from community partners including the Office of Community Services. As such, the incumbent builds trust and rapport with individuals visiting the center including those at risk of or experiencing homelessness, and links them to physical health, mental health, and other supportive services and assist to enroll them in public benefits and other safety net programs they are eligible for.

Examples of Duties:
  • Connects customers with employment and training and other economic safety net services offered at the center and through other community partners;
  • Provides welcoming, integrated, culturally and linguistically competent and responsive services focusing on clients' strengths and specific needs;
  • Maintains expert level knowledge on services and resources available with collocated and other community partners to effectively guide and help customer navigate the workforce and human service system in general;
  • Serve as a lead person coordinating activities at WDC entry points including the customer service desk and career resource center;
  • Develop and implement innovative and effective tools to ensure excellent customer experience at all customer entry points in particular customer service desk, career resource center, and off-site events;
  • Serve as primary contact point for referrals from community partners including the Office of Community Services and homeless service providers;
  • Ensures proper gathering, analysis, and utilization of customer service data to help improve effectiveness and efficiency of services at front desk and career resource center and homeless services;
  • Develops and maintains relationships with internal and external partners and employers in the community to enhance employment opportunities available to all clients;
  • Interprets federal, state, and local laws and regulations regarding employment and training and responds to questions from consumers and the general public;
  • Assists consumers in completing applications and other employment requirements;
  • May participate in intensive case management services in programs such as SNAPET (Supplementary Nutrition, Assistance Program and Employment and Training) to connect job seekers with employment and training and supportive services such as transportation, child care to remove barriers to employment.
  • Performs related work as required.
Essential Knowledge, Skills, and Abilities:

High level of computer competency and the ability to understand and assess the educational and employment needs of the chronically homeless, homeless and formerly homeless clients. Energy, enthusiasm, professionalism and ability to multi-task and great communication skills.

Minimum Qualifications:

Considerable experience in personnel placement, employment programs, career development counseling, or a related field; and completion of college level courses in sociology, urban economics, vocational guidance counseling, or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications:

Bachelor's degree; At least two years of experience in employment resource navigation, customer service, education and training services for economically disadvantaged populations including supporting persons experiencing homelessness with employment services; At least two years of experience in human services and/or employment and training programs such as WIOA (Workforce Innovation and Opportunity Act), public assistance programs such as TANF (Temporary Assistance for Needy Families) and/or SNAP (Supplementary Nutrition Assistance Program) and their employment service components; At least one year experience providing recruitment services to businesses, or developing job leads, organizing job fairs and hiring events for job seekers that resulted in placement and retention outcomes; At least one year of experience using various formal and informal assessment tools and ability to interpret them; At least two years' experience providing case management, trauma informed crisis intervention services, including working with individuals from homeless shelters.
