Our Location and Design Division is seeking an Engineer Program Manager - Project Management Office (PMO) to join our team. This role serves as the Director of the Project Management Office, which provides technical and project management expertise and support for all VDOT projects and advancement of the SYIP. As such, this role is involved in identifying, defining, and solving issues ranging from long-term strategic initiatives, to streamlining Divisional integrations, to helping to move specific projects forward in their development and delivery, and many other related and supporting actions. The role presents significant career development opportunities for professionals with skills in critical and innovative thinking, strategic assessment and planning, and collaboration with a broad array of stakeholders.

The selected candidate will perform the following:
• Strategic Planning: Develop short and long-range statewide strategic plans to ensure VDOT programs align with VDOT's vision, mission and goals.
• Oversees District Project Management Initiative: Provide advice and recommendations to VDOT management on matters related to managing, maintaining and improving VDOT's project management initiative. Create and maintain enterprise-wide project management standards, policies, procedures, and practices. Provide guidance for development and delivery of project management training, resources, and tools to project managers and team members. Coordinate all disciplines to improve and establish project controls and administrative systems to support the project management concept.
• Program Management: Coordinate and oversee the integration of people, policies, and technologies to efficiently and responsibly advance the Six Year Improvement Program. Organize PMO assignments to best use available resources. Deliver program assignments on schedule and within budget. Focus PMO staff on quality, timeliness and fiscal accountability of products and services. Provide liaison and technical support to customers.
• Establish Priorities: Establish objectives and priorities for the team in support of overall goals, communicate objectives and priorities to employees, and update objectives as needs change. Establish priorities for the program's objectives to enhance achievement of division and VDOT goals. Modify objectives to reflect changes.
• Staffing and Management: Proactively manage human and fiscal resources by recognizing future needs and taking appropriate actions to address those needs. Organize program area's assignments to best utilize available resources. Ensure production schedules and budgets continuously reflect current information.
• Compliance: Provide oversight of the program area within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines and specifications. Review central office and district plans for compliance with established practices and procedures. Provide review and make recommendations on new and innovative procedures, specifications, and products. Provide a written summary of findings and recommendations for division management.
• Problem Review and Resolution: Serve as VDOT authority on project management issues. Provide technical guidance and oversight to project management staff statewide. Provide counsel and technical advice for a variety of project related issues including project development and management.
• Program Evaluation: Evaluate program and institute changes and procedures as required. Provide technical guidance to field offices and monitor adherence to approve standards and practices through field coordination, visitation, and consultation. Ensure quality control reviews are completed and recommendations for program performance and improvement are implemented.
• Technical Support: Serve as a technical expert in providing assistance in assigned areas of transportation engineering. Provide research to solve problems and questions. Provide instruction and guidance with policies and procedures. Prepare new VDOT guidelines or memos to address changes or modifications.
• Manage Technical Problem Resolution: Apply sound engineering practices and methods to satisfy customers, reduce complaints and resolve concerns. Provide leadership in technical areas of engineering. Proactively address issues that are identified within program area and raise appropriate issues to Division Management ensuring compliance with VDOT policies and procedures.
• Statewide Program Oversight: Serves as responsible charge engineer for designated program area. Develop and update policies, procedures and guidelines for statewide implementation and administration. Communicate changes in policies and procedures to staff and ensure consistent application statewide.
• Teamwork: Coordinate the flow of information both orally and in writing to and from others that contributes to project development. Organize and prioritize work effectively, keep multiple projects on schedule within section. Meet expectations and requirements of internal and external customers. Establish and maintain effective relationships with customers.
• System and Data Owner: Serve as system and data owner of VDOT Project Web Application scheduling software and PWAmart. Work with other divisions to ensure continuity of service of highly integrated and interdependent divisional and department systems that drive Six Year Improvement Program. Provide ongoing support and training for users. Be a responsive and responsible data owner in pursuing increased data quality and proper contextual use of data. Proactively collaborate with Districts and other Divisions to increase system efficiencies and streamline end-user experience.
• Transportation Project Management Institute (TPMI): Work closely with the University of Virginia (UVA) to plan, coordinate, and execute TPMI. This premier two-week, intensive, residential training has classroom instructional sessions during the day and case study teams at night. The experience culminates with team presentations to a board of industry experts. This training is a VDOT hallmark tradition whose attendees represent VDOT, consultants, and localities.
• Advocacy: Lead, manage, and contribute to continuous and cross-department collaborations that facilitate and advance the SYIP portfolio, programs, and specific project initiatives. Represent VDOT to industry, state, and national interests.

Minimum Qualifications

• Knowledge of contract management to include managing and administering consultant agreements.
• Skill in the use of computers and software applications to include MS Office, MS Project, and experience with complex IT systems.
• Degree in Civil Engineering or related field.
• Valid Professional Engineer's license.
• Experience building and maintaining relationships and networks with employees from other disciplines, consultant designers and contractors.
• Ability to negotiate and communicate effectively orally and in writing with diverse audiences.
• Professional engineering experience in transportation project management, engineering, plan development, and project delivery.
• Demonstrated ability to oversee the review and processing of multiple design projects of varying complexity to meet concurrent engineering milestones.
• Experience supervising staff, programs and budgets.
• Experience managing on-time and on-budget delivery of multiple projects while providing exemplary customer service.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
