The Federal Programs Manager works under the direction of the Deputy Director, Statewide Programs, and works closely with the Executive Director/Deputy Executive Director. The Federal Programs Manager is responsible for administering all federal funds under Sections 305, 306, 308, 309, 310, 315 and 6217 of the federal Coastal Zone Management Act (CZMA) and other responsibilities including: evaluation, review and identification of improvements to the federal program, policy analysis and formulation, development of program alternatives and strategies to address identified improvements, oversight/management of projects carried out using federal grant funds, analysis of proposed federal legislation, formulation of Commission positions, liaison with the Congress, federal administration and other state agencies, represents the California Coastal Commission and California's federally approved coastal management program on federal boards and councils, and coordination with other states' agencies. To manage this program effectively requires understanding of the relationships among all of the Commission divisions: LCP planning and regulatory permitting, enforcement, energy, ocean resources, federal consistency, legal, water quality, budget and administrative policy. The incumbent must be able to effectively resolve conflicts arising between the federal program and the state program implementation and be knowledgeable about the enabling legislation and work of the San Francisco Bay Conservation and Development Commission and of the State Coastal Conservancy. The Federal Programs Manager may also participate in complex state budget work directly with the Deputy Executive Director and Deputy Director, Statewide Programs. The position requires travel within California and occasional travel to other states and to Washington, DC. The incumbent plans, organizes, directs, and is accountable for some highly complex and sensitive statewide issues and activities with a minimum level of supervision from the Deputy Director, Statewide Programs.

Working Conditions

The position may be located in the Commission's San Francisco (headquarters), Santa Cruz, Ventura, Long Beach, San Diego, or Arcata district offices. The California Coastal Commission is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with The California Coastal Commission's Telework Policy and Procedures with a 2 day in-person office work week.
