The Budget Bureau of the New Mexico Department of Public Safety manages the budget, revenues and expenditures for three programs: Law Enforcement, Statewide Law Enforcement Support, and Program Support.

Why does the job exist?

The Financial Analyst-Advanced is responsible for executing comprehensive budget projections and adjustments for assigned programs, encompassing salaries and benefits, contractual services, and other costs. Utilize a variety of tools, including SHARE Human Capital Management and Financial queries, DFA templates, and agency-designed Excel spreadsheets, to ensure accuracy and completeness. Maintain ongoing dialogue with customers to ensure their understanding of budgetary changes and to facilitate informed decision-making. By leveraging these tools and maintaining open communication channels, ensure that all budgetary processes are transparent, accurate, and aligned with organizational goals. Assist in developing strategies to optimize the use of available funds, maximizing the program's impact while adhering to budget limitations. By providing tailored financial guidance and support, ensuring the Law Enforcement Program can deliver its mission.

How does it get done?

Provide comprehensive guidance, consultation, and recommendations to the Law Enforcement Program to ensure it meets and accomplishes its overall service priorities within the allocated budget. This includes analyzing the program's financial needs, identifying potential areas for cost savings, and ensuring that all expenditures align with the program's strategic goals. Work closely with program leaders to understand their objectives and operational requirements. Offer expert advice on budget planning and resource allocation to support these goals effectively. Regularly review financial reports and budget forecasts, providing actionable insights to help the program adapt to changing circumstances and maintain fiscal responsibility.

Who are the customers?

The position serves the Department of Public Safety's executive management and staff, New Mexico State Police, Department of Finance and Administration, Legislative Finance Committee, State Personnel Office, and the Office of the Governor.

Ideal Candidate

The Ideal Candidate will have previous experience, knowledge and skills in the preparation and submission of annual appropriation requests and operating budget; have budget management experience to include revenues, expenditures, salaries/ benefits and encumbrances; experience with Microsoft Office (Excel, Word, PowerPoint and Outlook); as well as experience with SHARE Financial and Human Capital Management.

Minimum Qualification

Bachelor's Degree in Accounting, Finance or Business Administration and four (4) years of experience in accounting, finance, economics and/or statistical analysis. Substitutions Apply. See Substitution Table below.

Employment Requirements

Employment is subject to a pre-employment background investigation in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. In addition, the selected candidate must possess and maintain a valid driver's license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certificate within six (6) months of date of hire.

Working Conditions

Work is performed in a law enforcement office setting with exposure to armed personnel, Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasionally work extra hours, weekends and holidays. Must be able to lift and carry up to 25 lbs.
