This position is located in Office of Nuclear Material Safety & Safeguards (NMSS), Division of Rulemaking, Environmental & Financial Support (REFS), Financial Assessment Branch (FAB).

The supervisor is Fred Miller.

This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties

As a Financial Analyst you will perform compliance reviews and analyses related to the NRC's requirements for licensee financial qualifications, decommissioning funding assurance; foreign ownership, control, or domination; and insurance and indemnity programs. You will also conduct reviews and make policy recommendations; review and prepare rules and regulations, regulatory guides, standard review plans, principal correspondence and other documents for the implementation of the Branch's programs in these areas.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Analytical ability required to adequately initiate and conduct studies and reviews, and to critically evaluate data relating to indemnity, financial qualifications, decommissioning funding, property insurance for accident cleanup, and general safety regulatory issues.

SPECIALIZED EXPERIENCE is described as :

GG-7:
Academic background and/or professional experience that demonstrates the ability to learn how to analyze, interpret, and summarize complex budgetary and financial information.

GG-9:

At least one year of specialized experience equivalent to the GG-7 grade level. Specialized experience at this level is defined as specific experience that demonstrates knowledge and experience analyzing, interpreting, and summarizing complex budgetary and financial information, as well as demonstrated experience or the ability to learn how to conduct studies and reviews, and to critically evaluate financial data.

GG-11:

At least one year of specialized experience equivalent to the GG-9 grade level. Specialized experience at this level is defined as having significant experience analyzing, interpreting, and summarizing complex budgetary and financial information, as well as demonstrated experience conducting studies and reviews, and critically evaluate financial data related to the Energy sector.

GG-12:

At least one year of specialized experience equivalent to the GG-11 grade level. Specialized experience at this level is defined as having significant experience that demonstrates extensive knowledge and experience analyzing, interpreting, and summarizing complex budgetary and financial information, as well as demonstrated experience conducting studies and reviews, and critically evaluate financial data related to the Energy sector. Additionally, demonstrated experience in applying project management techniques, including the planning, execution, and closing out of a moderate or simple project.

GG-13:

At least one year of specialized experience equivalent to the GG-12 grade level. Specialized experience at this level is defined as having significant experience that demonstrates extensive knowledge and experience analyzing, interpreting, and summarizing complex budgetary and financial information, as well as demonstrated experience conducting studies and reviews, and critically evaluate financial data related to the Energy sector. Additionally, demonstrated experience in applying project management techniques as a project lead, including the planning, execution, and closing out of a moderate or major project involving multiple team members.

Education

Undergraduate and Graduate Education: Major study finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.
