Geoscience Compliance Manager
HOUSTON, TX

This position will develop the Geoscience Compliance expertise through management of CO2 Sequestration Class VI permit applications across several CO2 Sequestration projects and integration of product from internal multidisciplinary technical specialists and external subsurface consultants.

Responsibilities:
  • Plan and lead efforts to obtain Class VI UIC permit, Subpart RR, and CARB approval across multiple sequestration projects at various stages of development and execution.
  • Integrate, complete and file additional permits to gain approval with state regulatory bodies.
  • Maintain subject matter level expertise and familiarity with various regulators of CO2 sequestration project compliance requirements, including EPA, CARB, WDEQ, LA DNR, ND DMR, etc.
  • Ensure all CO2 Sequestration project development, execution, and operations teams are aware of and in compliance with commitments made to regulators.
  • Develop and manage compliance reporting to EPA UIC Program, EPA Subpart RR, and CARB through filing quarterly and annual reports.
  • Contribute to the annual budgeting process for operating and capital expenditures and ensure that the budget forecasting and accrual processes are properly implemented and followed.
  • Develop financial assurance cost estimates for permits and applications, and work with the internal Risk and Insurance group to bond and insure projects.
  • Work with legal through compliance topics such as Confidential Business Information or Legal Understanding Reports for CARB.
  • Coordinate the development of a monitoring program that is compliant across multiple reporting agencies.
  • Work with land and public relations to manage community interactions regarding permitting and Environmental Justice.
  • Lead efforts to coordinate the outputs of multidisciplinary subsurface, projects, and operations teams to ensure integrated compliance products.
  • Maintain interactions with and develop relationships with Project Management, Commercial Origination, and other Regulatory and Compliance groups.
  • Develop and maintain communication with regulatory authorities such as the EPA and state regulatory authorities.
  • Regularly communicate with management regarding project status, goals, and objectives.
  • Foster a positive open work environment, systems approaches, and disciplined execution of all assigned tasks Serve as a mentor to less experienced team members.

Education:
  • Bachelor's degree from an accredited institution in environmental science, geology, or engineering.
  • Advanced Degree preferred

Experience/Specific Knowledge:
  • A minimum of ten (10) years' experience in geoscience or subsurface engineering field.
  • Experience managing personnel in support of UIC permit applications.
  • Subject matter level expertise pertaining to UIC permit requirements in the US, specifically focused on CO2 sequestration.
  • Must be able to understand the needs of the business unit(s) for which development work is being performed.
  • Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, and Outlook.
