Major Duties and Responsibilities

Serves as the project lead for the Maternal, Infant and Early Childhood Home Visiting (MIECHV) federal funding/program. Develops solicitations and reviews and directs review of programmatic funding proposals the Maternal, Infant and Early Childhood Home Visiting grants submitted for funding by local agencies to determine compliance with agency standards and federal and state guidelines and recommends action to be taken; follows upon approved home visiting program activities; develops monitoring and evaluation systems for subgrantees and contractors. Oversees or completes all the annual and quarterly reporting requirements including the application for competitive or continuation requirements established by federal funders. Lead quarterly technical assistance and community of practice sessions for the local providers; supervises all continuous quality improvement requirements and activities for the MIECHV grant.

Serves as the lead on building model and provider capacity; works with central intake and referral vendor to guide and support the referral and outreach process; collaborate with Quality Assurance and Technical Assistance Manager to identify opportunities for growth and expansion. Host and design recruitment activities, application oversight and on-boarding of new agencies to ODH. Utilize data reports, including wait list and enrollment data, to identify priorities for growth and expansion.

Collaborates with lead staff from national models; host regular meetings to discuss model changes and fidelity, recruitment and data sharing; Communicate with Ohio home visiting providers regarding the changes to the models; documents significant model events and activities impacting providers in Ohio.

Participates in development of bureau goals & objectives; makes presentations; attends meetings & conferences; responds to inquiries & complaints; consults with other departmental staff. Makes presentations on a variety of ECHV topic areas; attends relevant local, state and national meetings and conferences; responds to and reviews staff responses to public and legislative inquiries and complaints; consults with other departmental staff and staff from other partner state agencies related to ECHV areas. Travels to meetings and trainings, as assigned.

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY's Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Qualifications

Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field, or public policy & management/public administration or business administration; 12 mos. exp. in planning & administering health program(s), with education & experience to be commensurate with approved position description on file.

-Or 4 yrs. exp. in planning & administering health program(s), with experience to be commensurate with approved position description on file.

-Or 12 mos. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
