*This is a 12-month limited term position, which may be extended up to 24 months or become permanent.
Under the general direction of the High-Speed Rail Authority (Authority)'s Human Resources (HR) Section Chief, the Staff Services Manager II will provide direct oversight of the Selection, Certification and Support Unit with significant responsibility for formulating and administering Authority policies and programs. The SSM II will manage a team that is responsible for recruitment, which consists of hiring package review, eligibility determinations, examination functions (including Career Executive Assignments [CEAs]), withholds and appeals. In addition, the incumbent provides direct oversight of the following subject areas: training, employee recognition, workforce and succession planning, upward mobility, budget management, human resources contract management, policy/forms management, audit responses, and administrative tracking tasks. The SSM II will also oversee a multitude of high-priority recruitment packages including many exceptional allocations, focusing on expediting the review process for critical items, prioritization, team training and development, and overall successful team operations. This position will work directly with administrative leadership, the Authority's Legal and Budget Office, the State Personnel Board (SPB), the California Department of Human Resources (CalHR), and other external agencies as required.

Working Conditions
*Telework is available for this position with a minimum of two in-person working days per week.
** Flexible schedules may be available for this position. Specific schedules will be set between the employee and supervisor.
*** Occasional statewide travel may be required for training or visits to other worksite.
While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer's market during summer months, and Old Sacramento.
