Job Description:

Project Managersin the IT Project Management Office (PMO) would manage projects, resources, budgets, vendor and business relationships. The position leads cross-departmental teams in delivering various types of IT Projects for various business units such as Electric Service Delivery (ESD), Finance, IT, Customer Care, Customer Account Management, Customer Energy Solutions, Power Production, Energy and Market Operations.

Include specific Essential duties and functions may include the following. Other related duties may be assigned:
  • Manage project from beginning to end, submit proposals, and recommend subsequent budget, scope and schedule changes and/or contingency plans where necessary
  • Develop project scope, project charter, cost estimates, human resource requirements, RACI, work plans, time schedules, communication plans, and make work assignments to meet project or program objectives
  • When necessary, assist in writing Request for Information/Request for Proposals for external services and business plans for internal executive approval
  • Develop project plans and associated communications documents; identifies and manages project dependencies and critical path, and track and report on project milestones and deliverables
  • Develop written business requirements and models
  • Request the resources and participants needed to achieve project goals and where required, from other department managers and participate in the acquisition of required personnel within the City of Austin
  • "Own" the business relationship with subject matter experts and their leadership from project kickoff to close out
  • Direct tasks/work for a project team comprised of subject matter experts from Utility IT, Business, and external vendors
  • Define the project success criteria and disseminate them to involved parties throughout the project life cycle
  • Effectively communicate project expectations to sponsor, team members and stakeholders in a timely and clear fashion, and facilitate project management and project status review meetings
  • Publish the project weekly status reports and monthly PowerPoint presentation to stakeholders on the project in the required format.
  • Develop successful transition, training plans and recognition for resources on the project team
  • Assist in the development of a forecast/project timeline and project plan for achieving utility Grid Modernization goals through FY2022


  • Required Skills:
    • Graduation from an accredited four-year college or university with a degree in Business or Management, Engineering, computer science, computer information systems, or management information systems
    • Project Management Professional (PMP) certification from PMI
    • 5 years of Demonstrated experience in implementation of large-scale IT/OT enterprise application/ Cloud Solution projects (scope, schedules, budgets, resources) including, but not limited to, creating artifacts, identifying and managing project dependencies, critical path, milestones, issues/risks and deliverables.
    • 5 years of experience in systems integration projects
    • 5 years of Demonstrated application of project management techniques, WBS (work breakdown structure) development, and coordination of people and resources.
    • 5 years of Proficient in Microsoft Outlook, Excel, Word, Project, Power Point, SharePoint, and
    • Visio, WebEx
    • 5 years of Proficient in change management methodologies
    • 5 years of Proficient in presenting to multiple levels within an organization
    • 5 years of experience in vendor and contract management including, but not limited to, RFPs, SOWs and SLAs
    Preferred skills:
    • 3 years of experience leading projects related to utility design, including but not limited to: AutoCAD, distribution design, transmission design.
    • 3 years of experience in developing and managing remote teams
    • 3 years of Familiarity with utility business practices and relevant business needs
    • 3 years of Familiarity with Software/Firmware Release Management
    • 3 years of Familiarity in working with a government entity
