JOB PURPOSE:
Under general supervision, within the Training and Certification, develops and maintains the agency's learning management system that will meet regulatory compliance and ensure data accuracy and integrity. Performs multiple, high-level administrative functions in support of the agency's training program to include a-learning program development, data reporting and system improvements.

JOB RESPONSIBILITIES:
Manages and oversees the Learning Management System software platform for documenting and tracking workforce training, online learning, and training development for SCDJJ workforce.

Acts as main point of contact and serves in a consultative and collaborative role with the Department of Administration and/or vendor to direct improvements, updates, and changes.

Uses expertise and knowledge to maximize use and capacity of the LMS to meet the needs and realize goals of the organization.

Works with instructional design team for incorporating online training in the LMS and operates smoothly.

Provides daily administration of system including management of learning activities.

Manages learner/participant training enrollment, as applicable, scheduling system-generated reminders, tracking learner progress and completion, issuing certifications, including expiration and renewal dates and requirements for agency workforce and contractors.

Adds and removes contractors.

Works with internal and external stakeholders to develop and customize area-specific learning tracks for training tracking and documentation.

Generates and compiles reports and customizes reports based upon the needs of the requestor to provide valuable insights and data for decision-making, as needed sets up report scheduling.

Gathers and analyzes data on learners to make recommendations regarding training delivery and identifies learning gaps.

Establishes processes and procedures to QA data entry, creates and runs tests, and identifies errors and provides feedback.

Provides technical support to end-users for use of LMS.

Ensures the system functions efficiently, troubleshoots and problem-solves issues.

Provides direction and assistance as feasible for use of third-party systems used by workforce.

Manages, updates, and organizes a dynamic and interactive Training and Certification SharePoint site.

Ensures ease of user navigation and discovery of content.

Stores and maintains most current information for agency employees to access agency documents, forms, and information specific to training.

Influences upskilling and reskilling initiatives and promotes use of LinkedIn learning.

Maintains and further develops specialized knowledge and expertise.

Seeks and pursues opportunities to advance know how and skills.

Performs other related job duties as directed by the Training Administrator based on agency needs.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:

A bachelor's degree and relevant program experience.

ADDITIONAL REQUIREMENTS:

Requires knowledge and experience with online learning management systems and e-learning course development to include web-based applications.

Thorough knowledge and proficiency in use of Microsoft Word, Excel, Outlook, PowerPoint and Adobe Acrobat Professional.

Requires knowledge of the principles of adult learning and practices of staff training.

Works closely with the Training Administrator under general supervision having scheduled performance reviews (EPMS) in accordance with agency policy, and other established quality assurance checks.

Utilization of critical thinking skills is required.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.

Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:

A bachelor's degree in a related field and 3 years of experience with Learning Management Systems, such as MYSCLearning/MySCCentral, Success Factors/SAP, PowerDMS, SumTotal/Pathlore, or Learning platforms such as Moodle, Blackboard, etc. and administrative experience.
