This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-4 is equivalent to the GS-13/14.
Salary ranges will vary based on the location:
Silver Spring, MD: $117,962-$181,216
Charleston, SC (RUS): $103,409-$158,860

As a Management and Program Analyst, you will perform the following duties:
- Provide leadership and coordination of a small team of evaluators charged with assessing the effectiveness of Coastal Zone Management Programs. Identify potential areas of improvement regarding program strategies, activities, and investments.
- Conduct performance evaluations of Coastal Zone Management Programs and National Estuarine Research Reserves to assess programmatic effectiveness and efficiency. Develop management and/or program plans, procedures and methodology. Provide qualitative and/or quantitative methods of analysis and evaluation to measure performance and impact.
- Work collaboratively to identify, document, and communicate both accomplishments and recommendations to address complex coastal management program or policy issues and challenges. Identify opportunities to streamline processes. Advise on complex program and evaluation issues with mission impact.
- Support National Oceanic and Atmospheric Administration's (NOAA) annual and long-range planning and evaluate program and project performance against defined goals and objectives. Develop, track, and communicate office-level milestones and performance metrics to manage internal performance.
