The Department of Housing and Community Affairs (DHCA) increases the supply of affordable housing; maintains existing housing in a safe and sanitary condition; plans and implements activities which prevents and corrects problems that contribute to the physical decline of residential and commercial areas; and ensures fair and equitable relations between landlords and tenants.

The Affordable Housing Programs Section in the Division of Housing of DHCA is responsible for administering the Moderately Priced Dwelling Unit (MPDU) Program, the Workforce Housing (WFH) Program, the Single-Family Energy Efficiency Program, and the Home Accessibility Rehabilitation Program (HARP).

The Department of Housing and Community Affairs seeks a highly skilled and experienced individual, ideally with a background in affordable housing programs, to directly supervise a team of administrative and technical employees in the Affordable Housing Section.

This Manager III position is responsible for planning, supervising, coordinating, and reviewing the work of employees in the Affordable Housing Programs Section. The Manager III plans, manages, promotes, and creates incentives for the advancement of programs addressing the affordable housing needs of low-and moderate-income households. The Manager III is the primary staff person responsible for administering Section 25A (the Moderately Priced Housing Law) and parts of Section 25B (the Workforce Housing Law) of the Montgomery County Code.
Duties include, but are not limited to:
  • Managing activities of the section by supervising subordinate employees to ensure that all interactions of staff with the public are done in a timely, courteous, and professional manner.
  • Coordinating efforts to plan, implement, evaluate, and revise the sections' programs to meet changing conditions, needs and priorities.
  • Evaluating programs with a racial equity lens to reflect the County's commitment to racial equity to close gaps and eliminate disparities.
  • Interpreting the County Zoning Ordinance, Affordable Housing law, and federal, state, and local laws and regulations pertaining to affordable housing.
  • Working in collaboration with the Montgomery County Housing Opportunities Commission (HOC), the Maryland National Park and Planning Commission (M-NCPPC), private sector and nonprofit housing developers, and other government agencies to provide solutions /alternatives to affordable housing production.
  • Monitoring affordable housing program loans and contracts and preparing and submitting requests for proposals.
  • Participating in drafting legislation and preparing or overseeing preparation of Executive Regulations, policies, and administrative guidelines.
  • Testifying before the Planning Board and at County Council work sessions and hearings.
  • Representing the Department / County and making presentations on affordable housing issues in various venues.
  • Train staff and the public on any new or changes to policy, regulation, or operating procedures.


The selected candidate will have excellent oral and written communication skills, with demonstrated experience managing relevant initiatives and programs.

Minimum Qualifications

Experience: Five (5) years of progressively responsible experience in housing policy, land development, housing rehabilitation, master planning and zoning, or other closely related field.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

There are no Preferred Criteria . All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview.

Qualified applicants will be selected for an interview with demonstrated experience in the following as indicated in the application documents:

  • Experience in analyzing, developing, and implementing plans, strategies, legislative program requirements, procedures, etc. related to affordable housing programs and projects.
  • Experience in evaluating master plans, land use studies, zoning ordinances, and development plans, and in researching, analyzing, developing, and drafting policy, land use and legislative recommendations.
  • Experience in planning, coaching, directing, supervising, and evaluating the work of subordinate employees.
  • Experience in managing projects and supervising technical studies.
  • Experience in affordable housing program management, including principles and practices, public/private sector cooperative ventures, and governmental / financial incentives.
  • Experience with contract development, administration, and monitoring.
  • Experience applying knowledge of real estate principles and practices.
  • Experience in preparing written communication (reports, proposal, memoranda, etc.) and making oral presentations and defending positions to government and elected officials, representatives of public and private sector agencies, nonprofit organization, community groups commissions, task forces, etc.
