Program Summary

These positions support Office of Eligibility and Support Services and will manage the day to day operations of the Rockville offices, 1301 Piccard Drive and 1401 Rockville Pike. The Office of Eligibility and Support Services serves low-income families and individuals facing significant challenges in meeting basic needs to include food, medical coverage, shelter, and childcare. OESS determines eligibility for Temporary Cash Assistance (TCA);Temporary Disability Assistance Program (TDAP); Refugee Cash Assistance; Supplemental Nutrition Assistance Program (SNAP- formerly known as Food Stamps); Medical Assistance for the Aged, Blind, and Disabled to include Long-Term Care and, the Affordable Care Act which includes Community Medical Assistance, Maryland Children's Health Program, Medical Assistance for Families and Children and Refugee Medical Assistance. This program also administers the County's Working Parents Assistance (WPA) Program that provides child care subsidy for county residents who are over the income eligibility for Maryland Child Care Scholarship Program (CCSP) and determines eligibility for the County's healthcare for the uninsured (Maternity Partnership, Care for Kids, Senior Dental Program, and Montgomery Cares).

About the position

The regional office manager holds leadership and administrative responsibility for the effective, efficient and integrated operation of the regional eligibility staff and programs within OESS. Key responsibilities include actions that support the achievement of all pertinent eligibility goals resulting from the Maryland Department of Health (MDH)'s Modified Adjusted Gross Income (MAGI) Medicaid programs and the Pregnant Women and Children's (PWC) program grant, the Department of Human Services' (DHS) Family Investment Administration (FIA) programs, and County-Funded eligibility health programs. Specific to the above key responsibilities, the manager is further responsible for supervising and directing supervisory and non-supervisory staff in the office. The manager is also responsible for ensuring the accomplishment of all FIA targets. Such targets include timely and accurate eligibility determination, successful audit outcomes and the design and implementation of any necessary corrective action, as well as the implementation and timely performance of the tasks associated with the aforementioned duties (Pre-Review targets, Accretion/Deletion, Alerts including New Hires, PARIS, National New Hires, Able-Bodied Adults Without Dependents (ABAWD), etc.). The manager takes steps to ensure that vacancies are filled in a timely manner, that staff receives pertinent training, that the office's Standard Operational Procedures (SOPs) are available and utilized by all staff, that program funding and budgets are managed appropriately and that customers are served in a courteous and professional manner.

Minimum Qualifications

Minimum Qualifications:



Experience : Five years (5) years of experience as a journey level specialist in financial assistance program delivery to include leading and supervising staff in a financial assistance program.

Education : Graduation from an accredited college or university with a Bachelor's degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preference for interviews will be given to applicants with education and experience in the following:

1. Extensive knowledge and experience with Family Investment Administration program policies and procedures including program eligibility determination, compliance, quality control, and quality assurance.

2. Knowledge of Medicaid and Long-Term Care Programs

3. Knowledge of County safety-net programs

4. Computer Applications and extensive knowledge of creating, reviewing, and analyzing reports

5. GOLD Standard customer service specifically working with marginalized persons and families

6. Collaboration and partnerships with internal and external stakeholders

7. Excellent written communication skills including experience with presentations

8. Program and Strategic Planning and Organizing

9. Supervision of Professional Staff onsite and virtually
