Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG), DoD OIG - OVERSEAS CONTINGENCY OPERATIONS. The DoD OIG - OVERSEAS CONTINGENCY OPERATIONS is responsible for the conduct and oversight of investigations into allegations against senior officials within the DoD. The division also conducts reviews, surveys, and studies, when required.

Duties

  • The incumbent identifies, gathers, and analyzes financial information for inclusion in draft oversight proposals and draft sections of quarterly reports
  • Performs reviews and assessments of the funding for programs in areas that include, but are not limited to, oversight of U.S. Government appropriations for DoD, State, USAID, and other USG agency programs, and execution of these appropriations relative to budgets and program objectives for overseas military operations and related civilian sector assistance.


  • Develops lines of questioning, up to the Secret level, about U.S. and partner activities in the region to assess effectiveness, control, recommend oversight objectives and validate topics of discussion in whole-of-government oversight plans presented to the public and submitted to Congress.


  • Recommends and drafts oversight proposals presented at agency Engagement Boards and, working as a member of team, drafts sections of complex oversight plans that fulfill the statutory requirement to produce a whole-of-government, comprehensive oversight plan for each designated overseas contingency operation (OCO).


  • Plans and conducts outreach events for stakeholders associated with OAR; coordinates senior level engagements that support information collection and validation efforts and conducts site visits to the U.S. European Area of Responsibility and other OCOs regions as assigned.


  • Provides and justifies recommendations and documents conclusions; identifies corrective actions and defends or coordinates recommendations as required; maintains records.


  • Research relevant law, regulation, policy, funding related to OAR and USG assistance to Ukraine and other OCOs, as assigned.

Qualifications

Time in Grade:

For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service.

For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

Specialized Experience:
  • Knowledge of and skill in the visualization of complex processes and procedures to facilitate the communication of concepts programs, projects and systems to the intended audience, paired with expert presentation, persuasion and team-building skills.
  • Knowledge of DoD and Federal sector objectives, programs, goals, operations, and best practices and private sector management practices to apply them to assigned projects ad studies.
  • Knowledge and ability to apply oral, written and/or visual design communication techniques to effectively and accurately present technical and explanatory information.

Specialized Experience is defined for GS-0343-11 as: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade, GS-09, or equivalent. Specialized experience is defined as: knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: 1) Administering security programs; 2) Utilizing automated systems for collecting data and/or data entry; 3) Conducting security training and/ or briefings.

OR

A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. that may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.

OR

A combination of experience and education which, when combined, totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You MUST provide transcripts or proof of education to verify your claim.)

Specialized Experience is defined for GS-0343-12 as: Applicants must have at least one year (52 weeks) of experience at the next lower grade GS-11, or equivalent. Specialized experience is defined as: knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include information security, industrial security, physical security, personnel security, operations security in order to perform the full range of complex security management responsibilities.

OR

A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.B., or J.D in a field directly related to the position. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.

OR

A combination of experience and education which, when combined, totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12.
