Summary

Navy Wounded Warrior - Safe Harbor (NWW-SH) is the Navy's sole organization for coordinating the non-medical care of seriously wounded, ill and injured Sailors, Coast Guardsmen, their family members and caregivers. Through proactive leadership, we provide a lifetime of individually tailored assistance designed to optimize the success of our Shipmates' recovery, rehabilitation, and reintegration activities. This position is assigned to Navy Region Southeast, on NAS Jacksonville.

Duties

MAJOR DUTIES AND RESPONSIBILITIES

Program Support

  • Conducts program planning meetings with staff from the installations to consolidate, integrate, and coordinate efforts to enhance the service delivery to customers and to resolve problems of overlap, duplication or conflict.
  • Selects and defines significant issues within overall workload, setting priorities and focusing attention on achieving results on subjects of most importance to the organization, commands and the government enterprise
  • Analyzes type and scope of information and metrics required to evaluate the quality and effectiveness of program implementation.
  • Interprets data and prepares narrative presentations, fact sheets, information papers, graphs and charts to provide basis for management decisions and program justification for Department of Navy (DON), Department of Defense (DoD) and Congressional testimony and inquiries.
  • Coordinates all wounded warrior regional case management and ensures non-medical care managers recovery care and transition coordinators are adhering to the NWW-SH program instruction 1740.1 and higher directives and guidance. (Regional Program Director will validate and manage required bed-side travel throughout the entire geographical area of responsibility.)
  • Monitors team productivity, identifies issues, root causes and develops any required resolution plans.
  • Prepares all required Office of the Secretary of Defense, Warrior Care Policy regional metrics and program monthly reports for submission to both the regional N9 and the N95 Headquarters element.
  • Serves on installation and community committees, boards and councils as a subject matter expert in the area of quality of life for military personnel and their families; represents FFSC at professional conferences or higher headquarters working groups.

Supervision

  • Serves as direct supervisor of appropriated fund (APF), non-appropriated fund (NAF), and military employees.
  • Provides oversight and quality assurance for the Functional Representative as Technical Advisor (TA) for contract personnel assigned.
  • Motivates, guides and coordinates the work of professional staff and executes the full range of human resources responsibilities within established timelines and in accordance with applicable regulations.
  • Maintains a safe work environment to ensure compliance with fire, safety, health, sanitation and security regulations, and promptly addresses allegations of noncompliance.
  • Ensures Equal Employment Opportunity principles are adhered to throughout the area of responsibility.
  • Ensures continuing application of, and compliance with, applicable laws, regulations and policies governing prohibited personnel practices; promptly addresses allegations of prohibited discrimination, harassment and retaliation.

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Three (3) years of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Three (3) years of experience and understanding of requirements and operations of DoD and/or DON Wounded Warrior initiatives, implementing congressionally and DoD mandated warrior and transition care requirements for military personnel and family members.
  • Knowledge of advanced management and organizational principles and practices as well as a comprehensive knowledge of short and long range planning, programming, and budgeting regulations, guidelines and processes.
  • Skill in utilizing qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which impact Navy or NWW-SH goals and objectives.
  • Ability to utilize diverse methods requiring special planning, coordinating, analytical and administrative skills for delivering an array of human services intended to enhance the stability, resiliency and self-sufficiency of individuals and families.
  • Ability to manage several major projects concurrently, each of which require multiple tasks across many different levels of the Navy (i.e., local commands, regions, and headquarters) and other government agencies.
  • Knowledge of Federal, DoD, Secretary of the Navy, Office of the Chief of Naval Operations and CNIC goals, principles, functions, policies, procedures, laws and regulations governing Navy Fleet and Family Support Programs, including accreditation standards.
  • Knowledge of DoD and Navy organizational structures, mission and family lifestyles.
  • Knowledge of Navy social/human services delivery systems and concepts, principles and theories relating to one or more of the social or behavioral science fields.
  • Knowledge of Navy contract Technical Assistant responsibilities.
  • Ability to utilize exceptional communication and presentation skills, both oral and written, demonstrating proven ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations.
  • Knowledge of individual and group dynamics and motivation techniques.
  • Skill in managing a diverse group to accomplish high profile Navy missions and programs.
  • Ability to select and define significant issues within overall workload, setting priorities, and focusing attention on achieving results on subjects of most importance to the organization, the command, and the government.
  • Ability to work effectively on a team displaying strong interpersonal skills.
  • Ability to work in a stressful environment on time sensitive issues.
