RESPONSIBILITIES

• Lead a team of Business Systems Analysts to support and maintain SAP modules, including Organizational Management, Personnel Administration, Time Management, Employee Services, and Manager Services, for TCAS Shared Services and Trial Courts.

• Receive and identify system issues through the Phoenix Change Request Management (ChaRM) process, SAP bulletins, ASUG Blogs, or system testing reviews.

• Oversee and execute ongoing system maintenance to optimize performance, ensuring tables and schemas are properly designed and functioning efficiently.

• Identify and assess system tables and schema rules by court for potential cleanup and improvement.

• Lead the review and execution of SAP year-end support packs, ensuring accuracy and compliance.

• Review and document SAP notes, determining which require manual testing or can be handled by automated tools like Variance Monitor (VM) or Query Manager (QM).

• Serve as a module expert during SAP system upgrades, providing analysis and documentation of system changes to support project completion.

• Lead and participate in Phoenix HR Payroll system deployments, coordinating tasks, managing timelines, and escalating issues to TCAS management as needed.

• Provide regular status updates to the Project Management Office and ensure smooth project progress.

• Offer training and knowledge transfer to system users, analysts, and colleagues, addressing requests for support or identifying independent training needs.

Other Duties and Responsibilities:

• Conduct bi-weekly 1-on-1 check-ins with the manager.

• Attend bi-weekly staff meetings.

• Participate in ad hoc self-directed training on technical skills.

• Complete Judicial Council required training.

The successful candidate will be expected to work in person at the Judicial Council's Sacramento or San Francisco office and reside in the areas surrounding these locations. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

The Judicial Council of California is accepting applications for the position of Senior Business Systems Analyst for the Branch Accounting and Procurement office in the TCAS Center of Excellence unit.

The Senior Business Systems Analyst will provide expert-level support for the Phoenix SAP HR Payroll system, which serves twenty trial courts statewide. This position will oversee critical modules such as Organizational Management, Personnel Administration, Time Management, Employee Services, and Manager Services, ensuring smooth and efficient HR and payroll operations. This role plays a key part within the Trial Court Administrative Services (TCAS) Center of Excellence (COE), leading system deployments, resolving complex incidents, and providing expert guidance during system upgrades and SAP year-end support packs.

In addition to technical expertise, the incumbent will mentor and train a team of Business Systems Analysts, fostering their growth and success through knowledge sharing and hands-on support. Analytical skills will be essential in recommending custom system designs that meet the unique business requirements of the courts, while maintaining strict adherence to documentation and design standards. The Senior Business Systems Analyst will also serve as a vital resource for HR Payroll reports and author critical system requirement forms, making a direct impact on the effectiveness and efficiency of court operations.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINIMUM QUALIFICATIONS

Bachelor's degree, and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.

Possession of a bachelor's degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a

Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

• Strong knowledge of SAP HR/Payroll (USA Public Sector), Personnel Administration (PA), Employee Services (ES), Manager Services (MS), Taxes, W2, Benefits Administration (BA), Organization Management (OM), or other relevant experience to solve business problems in support of the Phoenix SAP system.

• Experience with SAP HR/Payroll systems, including functional configuration and design, integration with third-party systems, testing, and support.

• Hands-on experience performing configuration and testing on at least 2 US Payroll implementations.

• Ability to lead and coordinate the efforts of a small group of journey-level Business Systems Analysts in support of the Phoenix SAP system.
