The City of Phoenix is seeking a Senior Information Technology System Specialist to analyze and solve a variety of computer hardware, technical systems, and application systems relating to the Phoenix Police Department. This includes applications systems analysis, development, coordination, implementation, and documentation, ensuring that applications and sub-system activities are compatible with total system objectives. This position will handle the broadest aspects of problems and projects, including long-range equipment acquisition and day-to-day utilization, interfaces between the user and the computer on hardware/software problems, and providing advanced training to personnel on various technical matters. The Senior Information Technology System Specialist performs under the direction of the Lead IT Systems Specialist or supervisor, and work is evaluated based on results achieved.

Responsibilities:
  • Assist with the CJIS Program for the Police Department on NIST.
  • Cyber Security Framework and ITS ISPO policies and standards.
  • Develop and publish policies and standards related to CJIS/cybersecurity.
  • Evaluate all Police Department Business Systems to identify CJIS risk, and report on findings.
  • Develop a plan of action for security hardening, additional controls and remediation of any gaps discovered.
  • Analyze system performance, identify areas for improvement, implement enhancements to bolster security measures, and manage physical security system support.
  • Collaborate with stakeholders, including internal and external customers, manufacturers, vendors, and technical specialists to communicate project requirements/goals and ensure smooth implementation.
  • Oversee the team responsible for PPD AD Group Policies, Firewall management, CJIS Compliance, Network support.
  • Participate in project status meetings and provide updates on all related activities and milestones.

  • Knowledge of networking routing protocols including BGP and EIGRP.
  • Ability to:
    • Analyze the complex procedures and provide feedback for improvements.

    • Demonstrate superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activities.
    • Effectively communicate with technical and non-technical stakeholders, including writing clear incident reports and documentation.
    • Manage software as a service application.
    • Analyze complex procedures and provide detailed tasks to staff and support the community.
    • Handle high-pressure situations and adapt to rapidly changing environments.

SALARY

Pay Range: $93,121.60 to $131,040.00 annually

Hiring Range: $93,121.60 to $118,872.00 annually.

MINIMUM QUALIFICATIONS

  • Two years of experience as an Information Technology Systems Specialist involving database management and on-line telecommunications.
  • Bachelor's degree in computer science, math, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Four years of professional level experience providing technical support for system infrastructure and/or software, plus two years working in a large-scale environment and leading technical staff and projects.
  • Experience with/in:
    • Evaluating business systems to identify cybersecurity risks and report findings.
    • Updating IT Strategic Plans to incorporate cybersecurity governance and provide recommendations.
    • Conducting routine compliance audits of operational and maintenance activities such as a security patchs, software updates, endpoint protection and vulnerability remediation.
    • Managing and fine-tuning IPS to identify and address cyber security anomalies to identify and mitigate incidents.
    • Providing technical support for system infrastructure and/or software.
    • Previous work in Public Safety technology.
    • Developing and managing Cybersecurity Programs for a Police Department based on the Criminal Justice Information System (CJIS).
