Pay

This position is an exempt position at pay grade 210.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

Reporting directly to the Recruiting Manager, responsible for performing advanced recruiting, administrative, and analytical duties and responsibilities to support the daily recruiting division operations.

Responsibilities

• Perform the duties of the Recruiter role in the recruitment division: managing requisitions, posting jobs to internal and external websites, screening applicants, interviewing, and onboarding/offboarding.

• Responsible for planning, organizing and scheduling recruiters for both internal and external job fairs or hiring events.

• Partners with local colleges and universities on recruitment activities.

• Assists Recruitment Manager with the City's Internship programs and area workforce program opportunities.

• Assist the Recruitment Manager in creating recruitment strategies, networking, developing job analysis techniques and procedures.

• Consult with departments on vacancy rates and work directly with department liaisons to strategize decreasing their vacancy rates.

• Leads training initiatives for newly hired HR Recruiters and City-wide training programs related to recruitment, such as New Employee Orientation (NEO) and HR Essentials.

• Prepare reports, graphs, charts, and other illustrative materials by gathering factual and/or statistical data.

• Track Key Performance Indicators of each department, i.e., turnover / retention rate to forecast future hiring needs, movements (transfers and promotions) within City departments, new hires.

• Create and maintain surveys related to recruitment efforts, i.e., new hire survey, preboarding/onboarding feedback.

• Interpret HR policies and procedures, respond to requests from employees, management, outside agencies, and the general public.

• Assists Recruiting Manger with verifying and approving transactions in the HRIS system of record (INFOR), with ability to troubleshoot and correct errors.

• Acts as a proxy to approve and open requisitions in the absence of the Recruiter or when requested by the Recruitment Manager.

• Represent the City at Job Fairs, special events related to recruiting, both in person and virtually.

• Maintain confidential personnel records and respond to open records requests including internal and external auditor requests.

• Other related duties as assigned.

Qualifications

• Bachelor's Degree (BA/BS)

• Four (4) years of related experience

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.

Basis of Rating

Applications will be reviewed as they are received. A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.
