Job Description

JOB DESCRIPTION

Performs highly advanced (senior-level) budget preparation and analysis work. Work involves overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and performance measures. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment

This position works in a hybrid work environment where employees must be able to work physically in the Austin office at least 1-2 days a week, as needed, and/or at home, depending on business needs.

ESSENTIAL JOB FUNCTIONS

Finance Operations - 50%

  • Supervises the day-to-day activities of the finance department, which includes accounting, budget, payroll, and purchasing.
  • Creates staff development plans and activities.
  • Establishes division goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Ensures finance procedures are reviewed, updated, and followed.
  • Ensures payroll, invoice, and travel payments are processed accurately and timely in the financial system.
  • Ensures interagency and interlocal invoices are generated and revenue is collected accurately and timely.
  • Ensures requisitions and purchase orders are processed accurately and timely.
  • Ensures general journals and deposits are processed accurately and timely.
  • Ensures budgetary controls are in place, such as position and funding management.
  • Ensures monthly, quarterly, and annual tasks are completed accurately and timely.
  • Serves as the division's record liaison and ensures finance records are disposed of according to the agency's records retention schedule.
  • Supervises four staff.


Chief Financial Officer (CFO) Support - 30%

  • Supports the CFO with budget related functions such as the Annual Financial Report (AFR), encumbrance certification, Legislative Appropriations Request (LAR), Operating Budget (OB), performance measures, strategic plan, and fiscal notes.
  • Assist with audit coordination.
  • Assist with researching discrepancies with financial data or reports.
  • Assist with facilities planning and leases.
  • Provide monthly budget and status reports.
  • Provide updates in operations meetings.
  • Reviews requisition and purchase orders to ensure accurately reporting.
  • Represent the CFO and serve as backup, as needed.


Financial Systems - 15%

  • Maintain updates in the financial systems used by the agency, including the Centralized Accounting and Payroll/Personnel System (CAPPS) and the Uniformed Statewide Accounting System (USAS).
  • Troubleshoot transaction or budget errors, exceptions, and finds solutions.
  • Provide agency level system support, attending user group meetings, and ensuring staff are updated on updates and system outages.
  • Create and run queries and reports.


Other Duties - 5%

  • May assist other divisions or departments to ensure agency operations.
  • Other duties as needed.




Qualifications:

MINIMUM QUALIFICATIONS

  • Graduation from an accredited college or university with a bachelor's degree in accounting, finance, or related field.
  • Four years of experience in audit, accounting, budget, or purchasing at a state agency.
  • One year of supervisory experience.


PREFERRED QUALIFICATIONS

  • Six years of experience using the Centralized Accounting and Payroll/Personnel System (CAPPS) or the Uniform Statewide Accounting System (USAS).
  • Two years of supervisory experience.
  • Advanced skills in Microsoft Excel.


REGISTRATION, CERTIFICATION, OR LICENSURE

  • Valid driver's license


KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of state agency financial operations.
  • Knowledge of generally accepted accounting procedures and procedures affecting the maintenance of accounting records and automated systems.
  • Skilled in problem solving and critical thinking.
  • Skilled in data analysis.
  • Skilled in quickly figuring out problems and making decisions.
  • Skilled in using current technologies, including Microsoft Word, Excel, Outlook, Teams, SharePoint, and Adobe Professional.
  • Ability to interpret and apply financial guidance or policy.
  • Ability to interpret laws and regulations.
  • Ability to analyze, consolidate, and interpret accounting, budget, and purchasing data.
  • Ability to perform work related tasks promptly and professionally.
  • Ability to provide excellent customer service.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work in a team environment.
  • Ability to work physically in the Austin office during work hours regularly 1-2 days a week, or as needed.
