The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
Unless required by legislation, the selected candidate will begin at Pay Grade 28 , Step 1 of the OCSEA Pay Range Schedule ($20.92 per hour), with an opportunity for pay increase after six months ($21.48) of satisfactory performance and then a yearly raise thereafter.

What You'll Do:
- Reviews, analyzes, researches, and initiates action from applications and additional documents submitted for licensing health care facilities, hospice care programs, long term care facilities, maternity units/homes, and pediatric respite care.
- Reviews, analyzes, researches and initiates action for customer requests.
- Reviews, analyzes, researches and initiates action for all requests submitted to the bureau via electronic submission.
- Communicates with the Certificate of Need program (CON) regarding new nursing home applications, nursing home building replacement facilities, new additions, capacity increases and decreases, bed relocations, reclassifications, and verifies through CON that nursing home projects are complete before requesting surveys.
- Interacts with other bureau staff regarding revocation of licenses, illegal homes and denials.
- Requests licensure surveys from Bureau of Survey and Certification (BOSC).
- Communicates with State Fire Marshal's office (SFM) regarding inspections.
- Reviews reports and recommends issuance or denial of licenses.
- Enters and tracks all applications in Automated Survey Processing Environment (ASPEN) and Certification and Licensure System (CALS).
- Prepares licenses and license letters using ASPEN and CALS with facility names and addresses, capacities, effective and expiration dates.
- Recommends/disapproves licensure requests.
- Communicates daily via letters, e-mails or phone calls with applicants and potential applicants, intradepartmental staff, state agencies, building officials, attorneys, consultants and private entities.
- Generates reports from CALS.
- Follows policy & procedures related to processing (e.g. survey packages to Centers for Medicare & Medicaid Services [CMS], CMS 855 enrollment forms, package breakdown, coding, filing, scanning, copying, data entry) to ensure federal mandated time.

Qualifications
- 3 college level courses in business, social service, public health, or related field;
- 12 mos. trg. or 12 mos. exp. in governmental laws & licensing standards of long term care &/or non-long term care facilities.
- Equivalent of Minimum Class Qualifications for Employment noted above.

- Experience reviewing applications for eligibility/compliance
- Experience working with databases (e.g., ASPEN and CALS)
- Experience providing consultation/technical assistance to health care facilities/providers
- Experience understanding and implementing the ORC and OAC
- Experience preparing and providing testimony for judicial hearings
- Experience presenting training or public speaking
- Experience responding to inquires via email and telephone
- Associates degree or advanced in Business, Social Services or Public Health
