Job Description

JOB DESCRIPTION:

Performs educational, consultative, and technical assistance work related to election administration and election security best practices. Work includes planning, developing, and implementing best practices and overall training efforts both internal and external. Responsibilities include the development of an instructional training program and the provision of consultative and technical support to program staff, other governmental agencies, community stakeholders, and the general public. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED:

• Plans, coordinates, and implements an educational training program based on identified needs related to election security and election administration best practices.

• Provides training to division personnel related to election security and election administration best practices.

• Answers calls and emails from both public and county personnel regarding correct procedures and statutory requirements on election security and election administration best practices.

• Acts as both educational and technical support for counties in the areas of troubleshooting, training, and other detail-oriented projects.

• Assists in developing policy and procedure manuals and training materials and preparing justifications for the implementation of procedural or policy changes.

• Provides technical validation and input on statewide training application changes.

• Works with program staff in determining trends and resolving technical problems.

• Assists with the review of program area operations to identify areas in need of change and assists with the development of plans to improve or address areas of concern.

• Prepares reports, including summaries of findings, conclusions, recommended revisions, and other working papers regarding projects assigned by management.

• Provides recommendations on the use, integration, maintenance, and enhancement of the training program.

• Performs related work as assigned.

• Must be willing to travel 50% of the time.

REQUIRED QUALIFICATIONS:

• Graduation from an accredited four-year college or university with major coursework in education, computer information systems, information security, government, public affairs/administration, or a related field. Related work experience may be substituted for educational requirement.

• A minimum of 1-3 years of work experience related to the election security, information technology and/or overall election process.

PREFERRED QUALIFICATIONS:

• Work experience with city, county, state and/or federal election processes.

• Working knowledge of web applications supported by the Texas Secretary of State.

KNOWLEDGE, SKILLS, AND ABILITIES

• Strong verbal and written communication skills.

• Skills in instructing others, in facilitating workshops, and in the use of a computer and applicable software.

• Ability to provide technical assistance or guidance to peers and external clients.

• Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, to communicate effectively, and to assign and/or supervise the work of others.

• Work experience with web-based applications.

• Ability to handle difficult situations and to identify and solve problems.

• Strong analysis, problem-solving and decision-making skills.

• Excellent computer skills in Microsoft Office applications.

• Ability to maintain a professional demeanor in interaction with others.

• Ability to adhere to approved work schedule and maintain attendance and punctuality.

• Ability to work overtime and extended hours on projects.

• Highly organized; ability to manage multiple projects simultaneously and meet deadlines.

• Ability to engage in a collaborative, results-oriented team environment.
