About Operations & Support Legal Services (Open Records Section)

The Open Records section fulfills public information requests, provides oversight for agency public information processes and coordinates the work of agency open records specialists. In compliance with the Texas Public Information Act, the division manages legal issues concerning public information requests, directing referrals to the Texas Attorney General's administrative opinion process. This position acts as division security coordinator for the Section and as timekeeper. Prepares Adhoc reports for management on requests and workflow. Manages the quarterly survey of customers. Backup administrator for the FYI open records tracking system. Prepares and submits reporting on the requests for the agency to the Attorney General on requests. Works directly with management and legal staff on preparing budget information, procedures, and management documents. Takes the lead on projects.



Qualifications:

Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor's degree

Preferred Education:

  • Legal Assistant or paralegal training preferred.
  • Accounting and Budget training preferred.


Experience:

  • Four (4) years' experience working with Texas Public Information Act.
  • Experience knowledge of agency processes, state and federal tax laws.
  • Experience working with legal staff in a state agency or similar legal department.


Preferred Experience:

  • Providing administrative and technical work for a governmental legal department
  • Electronically tracking the process of files for a legal department (calendar management)
  • Managing files and records for a governmental legal department
  • Formatting, proofing, and editing legal drafts, memos or publications
  • Experience with accounting and budget processes
  • Experience with Word, Excel, and Outlook


Substitution: One (1) additional years of the experience started above may be substituted for one another with a maximum substitution of 120 semester hours (or four years)

In this role you will:

• Handles Public Information Act requests including complex requests that require research and redaction.

• Acts as a liaison with the Statewide Procurement Division and other division open records specialists.

• Assists attorneys in responding to requests including filing requests with the Attorney General and with complaints via the Attorney General's complaints process.

• Trains other staff.as needed. Acts as a resource for other divisions and the public for open records requests.

• Acts as an administrator for the FYI open records tracking system.

• Trains agency employees on FYI; manages and tracks issues; interacts with ITD, ISO, the FYI vendor, and other divisions as needed for the system.

• Takes initiative to ensure FYI issues are handled, including working with vendor on upgrades.

• Creates reports and tests the system.

• Works directly with management, ITD, and ISO on FYI related issues.

• Trains backups as needed.

• Handles budget and administrative duties including mailing out letters, handling mail, filing records, and working in a team setting.

• Works closely with management to create reports for internal and external purposes.

• Reviews timekeeping, acts as division security coordinator, and creates reports to file with the Attorney General and for management purposes.

• Manages and takes the initiative on the quarterly customer service surveys.

• Reports directly to management on any issues that need to be addressed.
