Job Description

Under supervision, with latitude for independent judgment and decision making, assist in managing the fiscal and budgetary portfolio for all programs administered through the Office of Behavioral Health with specific attention and support provided for the B-Heard and Opioid Settlement programs. The following are typical tasks:

GENERAL TASKS AND RESPONSIBILITIES WILL INCLUDE:
  • Complete budget development, negotiations, and modifications for OBH programs ($200M+)
  • Work directly with Program staff to understand program-specific needs and provide guidance to budget needs
  • Plan, track and report on the performance of multiple ongoing projects; improve efficiency and streamline processes
  • Manages and coordinates the activities required between the persons, agencies and departments responsible for project completion.
  • Oversees internal and external resources to ensure that projects adhere to scope, schedule and budget
  • Represent H+H in inter-agency meetings with groups such as HRA, OMH, DOHMH
  • Complete expenditure reporting exercises as required providing the highest level of confidentiality
  • Assist in preparation of materials for OMB's financial plan
  • Proactively share with OBH's Director of Fiscal Affairs, any potential fiscal gaps identified or anticipated
  • Perform other duties as assigned


Minimum Qualifications
1. A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required. Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.

Department Preferences

  • 2 + years of Experience years of full-time experience planning, developing, monitoring programs and/or budgets

Knowledge, Skills, Abilities and other Requirements:
  • Experience working with budgets and financial statements
  • Knowledgeable in NYC-specific budget cycle and process; NYC mental health and substance use initiatives
  • Strong analytical and critical thinking skills
  • Aptitude for independent/proactive work at the intersection of financial, operational, and policy aspects of Behavioral Health programs
