TA EMPLOYEES MUST BE PERMANENT CIVIL SERVICE ASSOCIATE STAFF ANALYST, STAFF ANALYST I OR STAFF ANALYST II IN ORDER TO BE CONSIDERED .
RESPONSIBILITIES
The selected candidate will work as part of a team responsible for planning subway service for permanent operations, long-term temporary operations for capital work and maintenance, special events, and emergencies. Responsibilities will include:
Developing and assisting in the implementation of permanent and temporary service design and frequency recommendations based on quantitative analysis of current and projected future passenger demand, operational factors, and current and projected infrastructure constraints. • Evaluating capital improvement proposals based on passenger demand, operational factors, and infrastructure requirements. Preparing fleet plans and forecasts. Preparing analyses and simulations evaluating current and proposed subway operations and proposed capital investments, such as CBTC signaling and infrastructure investments.
Statistical/quantitative analyses of rail operations data (running times, frequency, reliability, etc.).
Observing and reporting on service, including estimating train loads.
The candidate should be proficient working with a variety of data sources and formats, including large data sets. The candidate will coordinate with other NYCT departments and divisions, and may be required to work with software developers, data analysts, engineers, planners, and operations management and supervision. The ideal candidate will have an excellent understanding of transit planning practices and some familiarity with the general planning context of NYC and its transportation systems.
EDUCATION AND EXPERIENCE
Principal Transportation Planner
A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science or related fields; and five (5) years of full-time paid experience in transportation planning, scheduling or operations. A master's degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.
Senior Transportation Planner
A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science or related fields; and four (4) years of full-time paid experience in transportation planning, scheduling or operations. A master's degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.
Transportation Planner
Must possess education as stated above plus two (2) years of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.
Assistant Transportation Planner
Must possess education as stated above plus one (1) year of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.
Associate Staff Analyst
A Master's degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research,
organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; OR
A Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above, or
An associate degree or completion of 60 semester credits from an accredited college and five years
of satisfactory full-time professional experience as described in "1" above; or
A four-year high school diploma or its educational equivalent approved by a State's department of
education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above; or
A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College
education may be substituted for professional experience at the rate of 30 semester credits from an
accredited college for one year of experience. However, all candidates must have a high school
diploma and at least one year of experience as described in "1" above.
Staff Analyst I & Staff Analyst II

DESIRED SKILLS
• Proficient in standard analytical data processing and management support tools and office productivity suites.
• Understanding of analytical methods (e.g. probability and statistics).
• Experience with relational databases (e.g. Oracle, Postgres, Access), such as writing queries (generally with PL/SQL) to obtain and manipulate data.
• Experience in programming for data analytics is preferable
• Experience in and familiarity with transit/transportation systems, particularly the NYCT subway and bus network.
• Excellent writing, communication, and presentation skills.
