Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS).

As a Supervisory Information Technology Specialist, GS-2210-15, you will be responsible for management of Medicaid State System, Health IT provisions, and Medicaid eligibility determination systems. You will also provide executive leadership in the administrative processes to support successful business and operations.

Duties

  • Performs the full range of supervisory duties for a highly skilled and multi-disciplinary professional staff who support digital product development, service design, content strategy, and large data analyses for the Medicaid and CHIP program.
  • Leads the development and implementation of all Medicaid and CHIP regulations and sub-regulations related to
    Medicaid Enterprise Systems.
  • Leads the final review and approval for all state submitted Medicaid enterprise system activities to support state IT systems and services supporting public health and human services.
  • Coordinates the DSG administrative and IT budget with CMCS and CMS components for state Medicaid enterprise system areas to include budget submission, justifications, as well as review of state IT funding needs.
  • Assists the Director in implementing new and/or innovative programs for review and approval of state IT funding requests and
    overall Medicaid enterprise system processes

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Lead a set of teams to provide oversight of Medicaid and CHIP state Systems, i.e., Medicaid Management Information Systems (MMIS) and related Health Information Technology (HIT) provisions, as well as integrated eligibility determination systems; (2) Manages procurement, budget, and system certification activities for teams to review and approve state IT projects such as the Medicaid Management Information Systems (MMIS), health IT, and Medicaid eligibility systems; (3) Negotiate with internal and external stakeholders regarding complex and/or controversial program issues to facilitate successful delivery of services; (4) Preparing written, technical and non-technical, documents and presentations of data analysis findings to diverse audiences; e.g., end users, financial staff, senior leadership, and other non-technical audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
