The primary purpose of this position is to exercise second level supervisory and managerial authorities over the 690th Network Support Squadron (690 NSS), Network Services Flight at Lackland AFB. Supervises 36 military personnel, 6 civilians and oversee the work of 204 contractor personnel. Provides support for all 622 contractors across four NSS locations.

Duties

DUTY 1: Plans, organizes, and oversees the activities of the 690 NSS Network Services Flight Plans Element.

DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through

subordinate supervisors.

DUTY 3: Represents the 690 NSS with a variety of installation and functional area organizations.

DUTY 4: Functions as a senior technical advisor on contract and budget activities. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of cyber systems' operational capability and functionality along with knowledge of running a Service Desk. In addition, knowledge of the capabilities and limitations of advanced network equipment (e.g. Standard Desktop Configuration; Account Auditing, routers, switches, bridges, gateways, firewalls, proxy services, mail relay services, vulnerability and patching services; monitoring and metrics services and application servers). In addition, Knowledge of safety, ITSM, project management and security regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of cyber systems' operational capability and functionality along with knowledge of running a Service Desk. In addition, knowledge of the capabilities and limitations of advanced network equipment (e.g. Standard Desktop Configuration; Account Auditing, routers, switches, bridges, gateways, firewalls, proxy services, mail relay services, vulnerability and patching services; monitoring and metrics services and application servers).

2. Knowledge of safety, ITSM, project management and security regulations, practices, and procedures.

3. Knowledge, skills and abilities in the industry best practice areas of project management, computer security management, information technology service management, contract management and adult education.

4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

6. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

CONDITIONS OF EMPLOYMENT CONTINUED:
  • Bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one of more of the fields identified above and requirement the development or adaptation of applications, systems or networks is highly desirable.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of the six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
