KEY QUALIFICATIONS

  • Experience researching and developing reports and/or technical documents.
  • Experience working with mobile source air quality programs.
  • Experience overseeing or coordinating the work of others.


HERE'S WHAT YOU'LL BE DOING...

As a part of the division's Mobile Source Programs Team in the Air Quality Planning Section, our Planner IV (Work Leader) will play a key role in achieving TCEQ's mission. You would use your skills and experience to:

  • Serve as the work leader for the Vehicle Inspection and Maintenance (I/M) Program in the Air Quality Division (AQD) of the TCEQ. Coordinate, distribute, and track assignments related to the planning, development, and implementation of activities for the Program. Oversee staff and assist with personnel management functions.
  • Provide consultation on the planning, design, and implementation phases of air quality projects relating to the I/M Program, which involves evaluating, reviewing, and modifying standards, procedure, and criteria; calculating costs; and researching, developing, and evaluating the performance of the program with appropriate agencies and outside organizations.
  • Keep management and other section personnel informed of activities, findings, and recommendations. Prepare, coordinate, and provide effective communication of complex mobile source related concepts and program data through correspondence or through presentations at internal and external meetings. Coordinate responses to Public Information Requests (PIRs) for the Mobile Source Programs Team.
  • Coordinate, organize, and implement complex special assignments in preparation for or support of specific projects.
  • Serve as the Contract Manager for the Texas Information Management System (TIMS). Coordinate, develop, and prepare revisions to air quality regulations, policies, or procedure related to the I/M Program in response to federal or state requirements, agency initiatives, or rulemaking petitions.




Qualifications:

EDUCATION & EXPERIENCE

  • A bachelor's degree from an accredited college or university, plus three years of full-time experience in planning, research, program analysis, or program management.* (Required)


A graduate degree from an accredited college or university, with a major in planning, economics, business or public administration, political science, environmental management, environmental science, or a closely related field may substitute for one year of experience.

* Program management is work where primary duties consist of planning, organizing, administering, and coordinating and/or overseeing projects related to a program of an organization.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Planner IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Planner IV series.
