WHO ARE WE

The Texas Department of Agriculture's Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.

WHAT YOU'LL DO

The Financial Analyst will perform highly complex financial analysis, financial reporting, grant management, and reconciliations for federally funded nutrition programs administered by the Food and Nutrition Division. Responsible for handling and performing analysis on large amounts of moderately to highly complex data. You will work under limited supervision with considerable latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Review payment data and prepare reports to monitor financial performance of federal grants.

Ensure accurate accounting through monthly reconciliation of the grant awards.

Prepare required federal grant reports for USDA.

Prepare periodic budget and financial reports, including but not limited to status updates, reconciliations, adjustments, and journal entries.

Conduct annual Management Evaluation of the Education Service Center (ESC).

Prepare ad-hoc financial reports for management and the agency.

Assist in the grant management of the federal awards.

Develop, monitor, and assist in the development of the federal and state budget for federal grant awards.

Assist with the preparation of documents for state and federal audits.

Follow all TDA policies and procedures.

Perform other duties as assigned.



Qualifications:

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor's Degree.

Minimum three years of work experience in finance, accounting, or related field.

Substitution: A Master's degree in Finance, Accounting, Business Administration or a Certified Public Accountant (CPA) license (in good standing) can substitute for an undergraduate degree and for two years of required experience.

PREFERRED QUALIFICATIONS

Bachelor's degree in Accounting, Finance, or related field.

Work experience with State of Texas accounting systems such as USAS or CAPPS.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of state and federal accounting processes, systems, and applications; financial analyses and examination procedures for government entities and of generally accepted accounting principles; basic governmental purchasing and procurement functions, including purchase orders, encumbrances, and receipts.

Skill in using effective critical thinking skills; using strong math aptitude; using Excel; providing customer service excellence to both internal and external customers; and skill in the use of a computer and applicable software.

Ability to analyze large amounts of data; analyze problems, evaluate alternatives, and recommend effective solutions; process information in logical manner and to assess validity; work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; multi-task in a fast-paced environment; plan, organize and work both independently and within a team environment; and to exercise sound judgment and discretion.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

This position will work in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 5%* of the work period), occasionally overnight.

TELEWORK & WORK HOURS

TDA has a telework policy that will allow eligible positions to telework up to two (2) days per week after completing six (6) months of employment with the agency. The employee must meet eligibility criteria set forth in the Telework Policy.
