WHAT YOU'LL DO
The Software Developer will perform complex/highly complex application and website design and computer programming work for the Texas Department of Agriculture's (TDA) Information Technology (IT) division. Your work involves planning, scheduling and implementing programming projects, coordinating programming projects with the work of other staff, analyzing proposed computer applications, providing technical assistance to staff, maintaining web sites, developing new website(s) and working with web content managers to keep current information on the existing sites. You will work under general/limited supervision with moderate/considerable latitude for the use of initiative and independent judgment.
This position works solely for the Food & Nutrition (F&N) division.
PRIMARY RESPONSIBILITIES
Write, test, debug, and document routine to complex programs, including client/server and web-based applications using C# (.Net) and/or SQL.
Provide support of F&N applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level.
Perform research and analysis required specialized programs or routines to supplement and enhance front and back-end web-based applications software using HTML, HTML5, ASP.NET/C#.
Create new websites and web taxonomies using "look and feel" provided by graphics designer, HTML, and Drupal.
Prepare detailed analyses, plans, diagrams and provide web metrics and other statistical reports to requestors.
Work closely and coordinate with systems analysts, architects, and various business areas to gather/validate requirements, understand technical issues, limitations and model solutions that meet the functional and technical requirements.
Recommend improvements to processes for application development projects, as needed
Ensure all sites and web applications meet state/federal requirements including all Department of Information Resources' rules and Section 508 web accessibility standards.
Follow all TDA policies and procedures.
Perform other duties as assigned.
In addition to the Primary Responsibilities listed above, the following apply to the Programmer III position:
Write, test, debug, and document complex programs, including client/server and web-based applications using C# (.Net) and/or SQL.

Qualifications:
QUALIFICATIONS/REQUIREMENTS FOR A PROGRAMMER II - B22 ($5,500 - $6,500.00/MO.):
Bachelor's Degree (One year of work experience related to the essential duties may substitute for one year of college).
Two (2) years work experience in software development.
QUALIFICATIONS/REQUIREMENTS FOR A PROGRAMMER III - B24 ($6,500 - $7,000.00/MO.):
Bachelor's Degree One year of work experience related to the essential duties may substitute for one year of college.
Four (4) years work experience in software development.
Experience working in an Agile Scrum environment.
Experience using SQL and one or more programming languages to include ASP.Net, C#,
PREFERRED QUALIFICATIONS
Major course work in computer science, information systems, management information systems, business management or related field.
Experience using ASP.NET/C#, MVC, Azure DevOps, Drupal, and/or similar web server.
Experience developing front and back-end web applications.
Experience with Microsoft PowerShell, XML/HTML/HTML5.
Work experience with web sites, web-based applications, and in application development with Microsoft development tools.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the principles, practices, and techniques of programming and systems analysis; computer operations procedures and systems; and computer programming languages.
Skill in problem solving, in critical thinking, in computer programming, in the use of hardware and software, and in modifying or developing software for applications.
Ability to process information logically; to design programs and systems logic; to prepare program specifications; to code, test, and debug software; to interpret technical information related to programming and other areas of data processing; and to communicate effectively, orally and in writing, exercise sound judgment and discretion, and maintain confidentiality.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer. May require working extended hours, some evenings, and weekends, as needed. May involve travel (up to 5% of the work period), occasionally overnight.
