Job Duties

The Technology Policy Analyst is a multidisciplinary position responsible for conducting research and coordinating advocacy and engagement to support the Joint Commission on Technology and Science (JCOTS). The Technology Policy Analyst will work closely with the JCOTS Executive Director and act as a resource to the Commission and its subcommittees by producing interim reports, graphs, and tables. The incumbent will support the development and adoption of statewide technology recommendations as needed.

The Technology Policy Analyst will be responsible for:
• Synthesizing information from secondary sources (e.g., other states' research, journals) and writing reports.
• Developing actionable recommendations for the JCOTS members' consideration.
• Supporting legislative members and Division of Legislative Services staff in drafting
legislation and budget language to enact recommendations.
• Representing the agency before legislative audiences and other stakeholders.
• Engaging with stakeholders in a variety of settings including in-person site visits,
workgroups, and interviews.

Successful candidates will have the following characteristics:
• A Bachelor's or advanced degree (preferred) and a minimum of three years of relevant employment experience.
• Substantive understanding and desire to research emerging issues in science and technology.
• Proven ability to distill complex concepts related to science and technology into lay language in both written and oral form.
• Extensive experience preparing written reports, charts, and graphs suitable for varied audiences.
• Strong and effective inter-personal communication skills and the ability to interact professionally with a diverse group of stakeholders, partners, and staff.
• Ability to independently perform most assignments with instructions on global objectives and general results expected; ability to multi-task by working on projects while still undertaking day-to-day operations.

The JCOTS conducts robust, independent, and nonpartisan public policy research to help guide the Commission's agenda and to make policy recommendations that inform legislators' policy decisions.

The salary range for this is up to $115,000, based on experience. JCOTS's staff are to be located in or near Richmond, Virginia. Employees will be offered a flexible, hybrid, work environment.
