This position performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. This position is for one or more Transportation Engineer I, II, or III. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Salary Plan/Grade:

Transportation Engineer I: B24 ($65,104.00-$106,634.00 /yearly)

Transportation Engineer II: B25 ($69,572.00-$114,099.00 /yearly)

Transportation Engineer III: B26 ($76,530.00-$129,430.00 /yearly)

Position Description

This position performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:

The essential duties for a Transportation Engineer I, II, or III:

• Analyzes and recommends approval for modifications to highway maintenance contracts.
• Assists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers
• Assists in reviewing shop drawings prepared by fabricators for bridges and related structures.
• Assists in the development, preparation and letting of maintenance contracts for the district.
• Assists with design computer operations and plan preparation.
• Coordinates and monitors assigned projects/programs/plans.
• Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent with transportation systems (ITS) plans of and projects.
• Coordinates phases of of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.
• Develops and reviews engineering related documents, correspondence, reports and remediation plans.
• Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
• Monitors consultant design contracts.
• Monitors consultants' progress and work quality, checks invoices and associated documents; prepares supplemental agreements.
• Performs and coordinates the review and processing of Plans, Specifications and Estimates (PS&E) submission, special specifications or special provisions.
• Performs other job responsibilities as assigned.

Additional duties for a Transportation Engineer II:

• Coordinates with Area Engineers and reviews area office contract submissions.
• Negotiates fees, explains scope of work and monitors consultant design contracts.
• Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.
• Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
• Coordinates maintenance matters with Area Engineers.
• Interprets manuals and required guidelines for traffic operations.
• Monitors contractors' compliance with plan and specifications.
• Monitors contractors' progress and work quality; check invoices and associated documents; prepares supplemental agreements.
• Performs data collection, analyses, forecasts and plan development.
• Reviews shop drawings plans, specifications, estimates. supplemental agreements and change order requests.
• Reviews, processes and certifies project design plans developed by consulting engineers.

Additional duties for a Transportation Engineer III:

• Performs advanced and complex planning work such as plan review, calculations and transportation planning studies.
• Coordinates with Area Engineers and reviews area office contract submissions.
• Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
• Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.
• Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.

Minimum Qualifications:

Education:

For all levels: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer I:

• • • 4 YEARS in engineering, transportation engineering, or related engineering experience

Transportation Engineer II:

• • • 5 YEARS in engineering, transportation engineering, or related engineering experience

Transportation Engineer III:

• • • 6 YEARS in engineering, transportation engineering, or related engineering experience

For All Levels: Experience can be satisfied by fulltime or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

• Valid driver's license. This position requires driving a state vehicle.
• Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
  • This is a Safety Impact position and will be subject to random drug testing.

• Geometric design relationships to traffic operations, maintenance and construction.
• Applicable engineering workstations and applications to support efficient planning and design activities.
• Performing calculations to include material and labor estimates, expenses technical survey data and engineering calculations.
• Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines.
• Monitoring the status and progress of projects.

Additional Competencies for Transportation Engineer III:

• Transportation principles and methods for moving people or goods by multimodal (road air, water) methods, including relative costs advantages and limitations
• Applicable plans, specifications and estimates preparation, review processing and compliance requirements.
• Proficient skill in: Facilitating groups using effective communication methods; contributing to and guiding groups in defining objectives, staying on tasks and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions.

Physical Requirements and Working Conditions:

• Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals.
• Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
• Repetitive Motion-substantial movements of the wrists. hands, and fingers.
