Position Description

Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Transportation Specialist I:

  • Assists with administering and monitoring district maintenance contracts and service agreements
  • Assists with coordinating and/or monitoring Community Traffic Safety Programs and activities involving preparation of the

    District Highway Safety Plan.
  • Assists with traffic management programs/projects involving technical employees engaged in developing, installing,

    testing, programming and repairing electrical/electronic devices/systems
  • Consults with Department personnel, manufacturers and/or vendors regarding equipment operation, design, installation,

    equipment failure, complex repairs or replacement recommendations.
  • Coordinates and performs interim and final inspections to identify deficiencies
  • Coordinates design work among TxDOT entities, consultants and contractors.
  • Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects

    including signs, signals, illumination devices or traffic data collection devices.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and

    repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract

    requirements.
  • Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work

    completed.
  • Makes recommendations to replace or modify signs, signals and illumination devices.
  • Monitors operations of the ITS for an area-wide transportation system.
  • Prepares and distributes strip maps for speed zones
  • Performs other job responsibilities as assigned.


Transportation Specialist II: (includes all responsibilities listed above and the following)

  • Coordinates system installation once roadway infrastructure has been completed.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
  • Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Prepares and makes transportation-related presentations at various conferences and meetings.
  • Provides technical assistance for the development of rural ITS/traffic management corridors.


Transportation Specialis t III: (includes all responsibilities listed above and the following)

  • Assists in overseeing and administering contracts for installation and maintenance of traffic systems and/or traffic

    data collection devices.
  • Assists in overseeing traffic management programs/projects involving technical employees engaged in developing,

    installing, testing, programming and repairing electrical/electronic devices/systems


Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

    • Transportation Specialist I: 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.(Experience can be satisfied by fulltime or prorated parttime equivalent).
    • Transportation Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.(Experience can be satisfied by fulltime or prorated parttime equivalent).
    • Transportation Specialist III: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.(Experience can be satisfied by fulltime or prorated parttime equivalent).


Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

  • Roadway construction, inspection and evaluation methods and procedures
  • Traffic operations engineering principles, practices and methods and the application of engineering theory

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions

  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Visual Acuity-determine work quality/make general observations of facilities/structures
