TxDOT's El Paso District is searching for a Transportation Specialist I/II/III to join the East Area Construction and Maintenance Office in El Paso, TX!

With this position you will enjoy the exciting and rewarding work of shaping the State's transportation system while supporting the Area Engineer. You will have the opportunity to gain valuable experience in project management, construction methods to build roadways, bridges, and related structures in accordance with plans and specifications, problem resolution on complex projects, contract administration, change order evaluations and dispute resolution. Work requires contact with governmental officials and private entities.

The East Area Office currently has projects across El Paso, Hudspeth and Culberson County including work on I-10, Loop 375 and US62/180 totaling more than $600 million.

Salary Range for each Position:

Transportation Engineer I - B19 - $48,244.00 - $76,028.00

Transportation Engineer II - B20 - $51,158.00 - $81,351.00

Transportation Engineer III - B21 - $54,278.00 - $87,046.00

Position Description

Transportation Specialist I

Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Transportation Specialist II

Provides technical expertise and coordination for transportation programs involving [multiple] design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Transportation Specialist III

Provides technical expertise and coordination for transportation programs involving multiple design and/or [advanced] building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and [oversight], and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Essential Duties:

Transportation Specialist I

  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problems
  • Coordinates with staff and/or area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations
  • Develops and monitors budgets.
  • Develops and prepares consultant work orders and agreements
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices
  • May serve as a lead worker and the related tasks.
  • Monitors contracting, construction record-keeping and construction records auditing activities for multiple construction projects.
  • Responds to public concerns regarding construction and provides or recommends correct, cost effective solutions to issues raised during the administration of a construction project.
  • Reviews and maintains files which indicate the condition of the bridge inventory and documents compliance with bridge inspection manuals.
  • Performs other job responsibilities as assigned


Transportation Specialist II

  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problems

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline.

Experience:

Transportation Specialist I

2 years transportation design, construction, traffic operations, maintenance, bridge inspection. (Experience can be satisfied by full time or prorated part time equivalent). Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Specialist II

4 years transportation design, construction, traffic operations, maintenance, bridge inspection. (Experience can be satisfied by full time or prorated part time equivalent). Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Specialist III

5 years transportation design, construction, traffic operations, maintenance, bridge inspection. (Experience can be satisfied by full time or prorated part time equivalent).   • Roadway construction, inspection and evaluation methods and procedures
  • Construction, operation and maintenance of traffic control devices
  • Preventive maintenance methods and procedures
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Applying engineering principles, practices, and methods in job responsibilities
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Leading, assigning, reviewing, and monitoring the work of others

Physical Requirements and Working Conditions:

Transportation Specialist I, II & III

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Talking expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
