This position offers the option to work up to 100% remotely and can be headquartered at any Division of Employment and Training (DET) office across the state. See listing of all DET Offices here . The headquarter location will be determined at the time of offer. Occasional in-person time may be required based on business needs.

Position Summary

This position is located in the Policy Development & Program Administration Section, within the Division of Employment & Training's Bureau of Workforce Training. Under the general supervision of the section chief, this position is part of a team that works collaboratively to oversee Wisconsin's federally-funded employment and training programs, including but not limited to, those authorized by the Workforce Innovation and Opportunity Act (WIOA) Title 1-B (e.g., the Youth, Adult, Dislocated Worker, Rapid Response, and National Dislocated Worker Grant programs). These federally-funded programs are generally administered locally by Wisconsin's 11 Workforce Development Boards (WDBs) and the majority of program services are provided by their contracted service providers.

Salary Information

Starting pay is between $36.00 and $44.00 per hour (or $74,880 - $91,520 annually) depending on qualifications, plus an exemplary benefits package :

The classification title for this position is Program and Policy Analyst - Advanced (schedule 07, range 03). A 12-month probationary period will be required. This position is not represented in a collective bargaining unit and is considered non-exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Travel: Occasional statewide travel with the occasional need for an overnight will be required.

Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting may also be required.

Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

Qualifications

Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

You need to have the following experience:
  • *Researching, analyzing, and/or interpreting complex written materials (i.e. federal or state legislation, regulations, administrative code, advisory or policy documents, etc.)
  • *Developing, planning, evaluating, and/or analyzing policies or programs
  • *Providing consultation or training on complex/technical topics (e.g. regulations, policies, systems upgrades, etc.) to persons with limited knowledge of the topic
  • *Developing and delivering a variety of oral and written work products (e.g. policies, guidance documents, brochures, issue papers, web site content, presentations, etc.)
  • Organizing and prioritizing work with competing priorities to ensure effective and efficient achievement of goals and objectives (e.g. managing details, time, multiple deadlines, etc.)
Any of the following experience would be nice to have:
  • *Managing a project, serving in a leadership role, or as a facilitator of formal classroom training
  • *Programmatic management of grants
  • *Working with workforce development and/or employment & training programs (i.e. Workforce Development Boards, TAA, WIOA Title 1, etc.)
  • Excellent interpersonal skills, including the ability to collaborate and work with internal and external stakeholders
